WORKSHOP MEETING
May 12, 1994
A Workshop Meeting.of the City Council of the City of Clermont was held Thursday,
May 12, 1994 in the City Hall meeting room. The meeting was called to order by
Mayor Pool at 7:00 p.m. with.the following Council Members in attendance: Council
Member Turville, Council Member Cole and Council Member Norquist. (Council
Member Ivey arrived at 7:40 p.m.) Also present was City Manager Saunders, Maury
Carter of Maury L. Carter Properties, Forest Michael of Michael & Michael, Craig
Willis, Bike and Path Coordinator of Lake County, and Steve Coole.
Rail to Trail Alignment through Carter Property
City Manager Saunders informed the Council that the purpose of the meeting was to
discuss the Rails to Trails alignment through property that is owned by Mr. Carter
north of Highway 50.
Forest Michael gave an overview of the Rails to Trails concept and other trails that
have been developed or are in some phase of development in Florida and are in our
general area. Council Members commented on the positive aspects of a trail passing
through our community. Council Member Ivey arrived at 7:40 p.m. and discussions
continued concerning possible trail alignment.
Mr. Carter stated that one of his main concerns was that the Florida Trails Association
could try to impose unrealistic restrictions on development along the trail in the
future. Mr. Michael explained that this Rail to Trail concept is not a part of the
Florida Trails Association, whose main emphasis is on back packing, on natural trails
such as a natural forest, but it is a different concepto-an urban type trail for bike,
pedestrian and skaters.
City Manager Saunders stated that City Attorney Baird has presented some language
that could be included in an agreement with Mr. Carter that would resolve some of his
concerns regarding future developments adjacent to the trail. A copy of this language
was presented to Council Members and Mr. Carter.

After discussions, Mr. Carter stated that he would consider alignment and review the
language and get back with the Council at a later date. Mr. Carter, Mr. Coole, Mr.
Willis and Mr. Michael left the meeting at approximately 8:20.
Hazardous Waste
City Manager Saunders informed the Council that he had requested information from
several other Lake County cities regarding their handling of hazardous waste. He
found that none of the cities he talked to handle hazardous materials and that they
require residents to deliver the material to the Lake County hazardous materials drop-
off site in Astatula. He suggested we continue with the same policy and no Council
Members objected.
Proposed Road Right-of-Way through Carter Property
City Manager Saunders reviewed the proposed road right-of-way through the Carter
property, specifically the connection to the proposed subdivision northeast of the
intersection of Grand Highway and Jacks Lake Road. There were no objections to the
proposed alignment.
Non-Resident Recreation Fees
Mayor Pool stated that he had been contacted by Mrs. Pat Smith regarding the non-
resident recreation fees. This was followed by discussion of the fee.
Council Member Cole left the meeting at approximately 9:10 p.m.
Hancock Road Proposed Development Schedule
We next discussed a proposed development schedule on approximately 60 acres on
Hancock Road adjacent to Greater Pines. City Manager Saunders reviewed with the
Council the proposed agreement with Mr. Mandell for furnishing water and sewer to
this development. He indicated that he would be holding a workshop next week to
review the development and agreement.
