03-15-1994 Workshop Meeting CITY OF CLERMONT MINUTES WORKSHOP MEETING March 15, 1994 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, March 15, 1994 in the City Hall meeting room. The meeting was called to order by Mayor Pool, at 6:30 p.m. with the following Council Members in attendance: Council Member Norquist, Council Member Cole, Council Member Turville, and Council Member Ivey. Also present was City Manager Saunders. Carter Property Proposed Road Right-of-Way City Manager Saunders discussed with the Council the proposed road right-of-way through the Carter property to the subdivision being proposed by Mr. Rossman. There was considerable discussion regarding the layout and it was suggested that Mr. Rossman be invited to a future workshop to discuss the plans. Jodway/Motel 8 Water Bill Dispute City Manager Saunders informed the Council that it was time to have a workshop with Mr. Jodway of Motel 8. He explained that they had met with him a little over three months ago and had agreed to review the issue again within three months. The Council suggested meeting with Mr. Jodway on March 29. Municipal Golf Course Possibility City Manager Saunders brought the Council up to date on proposed developments in the area which includes the possibility of another golf course. He reminded the Council that they had agreed to do a feasibility study regarding municipal golf courses for the Carter property and asked if the Council was still interested in doing a study. It was the consensus to proceed with trying to locate a consultant for this study. Possible Property Acquisition The possibility of acquiring the corner of 7th Street and DeSoto Street, currently the location of Advance Electric, was discussed. The City owns the property on two sides of this corner and if any plans to expand in this area are considered, the lot will need to be purchased. City Manager Saunders recommended obtaining an appraisal for this property. There were no objections. CITY OF CLERMONT MINUTES WORKSHOP MEETING March 15, 1994 Page 2 Dole Citrus Property Acquisition The possible purchase of the Dole Citrus property on Lake Minneola was discussed. It was agreed to obtain estimates for an appraisal of this property. Occupational Licensing of Non-resident Insurance Companies Charging Occupational Licensing fees for insurance companies who do not actually have offices in the City of Clermont but are represented by independent agents was discussed. Under the occupational license law the City can charge these license fees. No interest was expressed in pursuing licensing at this time. Sub-Contractor Licensing Mayor Pool reported that contractors and sub-contractors were both required to register with City Hall and pay a registration fee prior to doing any work in many cities where he works. After discussion, there was no interest in pursuing sub- contractor licensing at this time. Jaycee Beach Signage The proposed layout of signs and collection boxes for Jaycee Beach was discussed. City Manager Saunders stated they would be proceeding with the project as soon as possible. Lake Utilities Bulk Water Agreement A proposed agreement between the City and Lake Utilities in which the City would purchase bulk water, to serve customers in that area was discussed. City Manager Saunders stated that under the agreement the City would have the option of discontinuing the agreement with a 12-month notice allowing the City to connect to its own well at some point in the future. CITY OF CLERMONT MINUTES WORKSHOP MEETING March 15, 1994 Page 3 DOT Owned Water Retention Area on Pitt Street City Manager Saunders stated that we have asked the DOT to transfer the water retention area they own on Pitt Street to the City, but it appears that a Resolution must be adopted before it can be finalized. He will keep the Council informed. Lake Minneola Waterfront Park Design Consultant The selection of a consultant for the Lake Minneola Waterfront Park was discussed. City Manager Saunders informed the Council that we should short-list three firms who would make presentations to the Council. He suggested that the Chairman of the Parks & Recreation Committee, the Beautification Committee, and he meet to review the credentials to determine the three short-listed firms. Those firms would make presentations to the Council at a regularly scheduled meeting. There were no objections to this procedure. Clermont Hills Project City Manager Saunders stated that Rex McPhearson with the Clermont Hills project has agreed to dedicate the site for the new sewage treatment facility.' City Engineer Springstead has recommended that we install some test wells on the proposed site to make sure that we do not have any type of problem with the location being considered. Council agreed that this should be done as soon as possible. BaH Field Fee Resolution City Manager Saunders discussed with the Council the Resolution regarding fees for use of our ball fields. He explained the Resolution includes a requirement that post- season games be charged an hourly charge. As a point of clarification, he recommended that games after the regularly scheduled season games that are to be played by the teams that were included in the regular season, would not be charged for post-season play, only teams that come from out of town w.ould be charged the post-season fee. This is not clear in the Resolution, but he felt that this was the intent when it was adopted. There was no opposition to this interpretation. CITY OF CLERMONT MINUTES WORKSHOP MEETING March 15, 1994 Page 4 Gas Main Pressure Reducer Installations Council Member Turville stated that he had received a complaint from a resident regarding an installation of a gas main pressure reducer in front of their home. After discussion it was the consensus that we should meet with Lake Apopka Gas and that our policy Should state that the reducers should be placed below ground because of the aesthetics as well as for safety reasons.
