MINUTES
REGULAR COUNCIL MEETING
MARCH 8, 1994
A regular meeting of the City Council of the City of Clermont was held Tuesday,
March 8, 1994 in the Council Chambers. The meeting was called to Order at 7:30
p.m. by Mayor Pool with the following Council Members present: Council Member
Turville, Council Member Cole, Council Member Ivey and Council Member
Norquist. Other City officials present were City Manager Saunders,' City Attorney
Baird, and Deputy City Clerk Whitlock.
INVOCATION
The Invocation was offered by Council Member Ivey followed by the repeating of The
Pledge of Allegiance to the Flag by all present.
MINUTES
The minutes of the Regular Meeting held February 22, 1994 were approved as
presented.
CITY MANAGER SAUNDERS' REPORT
Council Workshop
City Manager Saunders reminded Council Members of a Council Workshop scheduled
for Tuesday, March 15 at 6:30 p.m. at the City Hall conference room to hear a
presentation by the Director of the Eustis Community Redevelopment Agency and
review the proposed Land Development Regulations.
Grand Highway Well Surge Valve
City Manager Saunders explained that the Citrus Tower area experiences a reduction
in pressure in the water lines at times. The City is required to maintain a minimum
pressure of 20 PSI and the installation of a surge valve will accomplish this. Public
Services Director Davis and City Engineer Springstead recommend installing a surge
valve on the Grand Highway well.

The estimated cost from a sole-source provider is $8,500 for materials and not more
than $5,000 for installation.
94-031 A motion was made by_ Council Member Norquist, seconded by Council
Member Cole, and carried unanimously to approve the purchase and
installation of a surge valve on the Grand Highway_ well.
MAYOR POOL'S REPORT
Mayor Pool stated he would like to see landscaped islands on Lake Shore Drive and
East Avenue and he will discuss this idea at a Workshop meeting.
NEW BUSINESS
Kathryn Ustler, Trustee, Introduction Of Ordinance 262-M
Mayor Pool stated that Ordinance 262-M will rezone approximately 54 acres located
north of Jacks Lake Road east of Grand Highway from R-R (Rural Residential) to R-1
(Single Family Residential). City Manager Saunders pointed out the location on the
aerial map. Mayor Pool stated that the ordinance is for introduction only and he read
the ordinance by title only.
94-032 A motion was made by Council Member Cole and seconded by Council
Member Norquist to introduce Ordinance 262-M.
William Gibb, Jr. Trustee, Introduction of Ordinance 263-M
Mayor Pool stated that Ordinance 263-M will rezone approximately 20 acres located
adjacent to the northeast corner of the property addressed under Ordinance 262-M
from R-R (Rural Residential) to R-1 (Single Family Residential). City Manager
Saunders pointed out the location on the aerial map. Mayor Pool stated that the
ordinance is for introduction only and he read the ordinance by title only.
94-033 A morion was made by Council Member Ivey_ and seconded by Council
Member Norquist to introduce Ordinance 263-M.

Police Department, Additional Dispatch Position
City Manager Saunders stated that Chief Tyndal is requesting authorization to add one
additional dispatch person at the Police Department. He explained that all dispatchers
are now required to be certified, and two dispatchers are needed at certain times.

A motion was made by Council Member Cole, seconded by Council
Member Turville and carried unanimously to approve the addition ora
dispatch position at the Police Department.
ADDITIONAL COMMENTS
Police Department Lighting and Signage
Council Member Norquist asked about public access improvements to the Police
Department entrance. City Manager Saunders stated that additional signage has been
ordered and the lighting appears to be sufficient.
Mayors Cup Regatta
Mayor Pool stated he had the privilege of welcoming Governor Chiles on Saturday,
March 5 while he attended the Mayors Cup Regatta at Lake Minneola.
There being no further business or discussion, the meeting adjourned at 7:49 p.m.
