MINUTES
REGULAR COUNCIL MEETING
FEBRUARY 22, 1994
A regular meeting of the City Council of the City of Clermont was held Tuesday,
February 22, 1994 in the Council Chambers. The meeting was called to order at 7:30
p.m. by Mayor Pool with the following Council Members present: Council Member
Turville, Council Member Cole, Council Member Ivey and Council Member
Norquist. Other City officials present were City Attorney Baird, Finance Director
Van Zile, and Deputy City Clerk Whitlock.
INVOCATION
The Invocation was offered by Council Member Ivey followed by the repeating of The
Pledge of Allegiance to the Flag by all present.
MINUTES
The minutes of the Regular Meeting held February 8, 1994 and Workshop Meetings
held February 1 and February 15, 1994 were approved as presented.
FINANCE DIRECTOR vAN ZILE'S REPORT
Council Workshop
Council members agreed to hold a Council Workshop on Tuesday, March 15 at 6:30
p.m. at the City Hall conference room.
MAYOR POOL'S REPORT
Mayor Pool stated the Little League chicken dinner fund raising event on Saturday
was very successful. He congratulated Home Town Foods for participating.
MAYORAL PROCLAMATION
Clermont-Minneola Lions Club Candy Days Proclamation
Mayor Pool proclaimed Candy Days to be observed on March 11 and 12 in Clermont.
The Clermont-Minneola Lions Club will pass out pamphlets on those days and all
pro~s will be used for sight conservation.

VISITORS WITH BUSINESS
Fred Sommer
Mr. Sommer requested the use of the Jaycee Beach area for the final race of the
Winter Duathlon Series on Sunday, February 27 which was originally scheduled to be
held in Groveland. The race will be the same format as the race held on February 13.
The race scheduled for April 9 at Jaycee Beach has been canceled.
94-o 27 A motion was made by Council Member Turville, seconded by Council
Member Cole. and carried unanimously to approve the Winter Dua!hlon
race on Sunday_, Februa~_ 27 at Jaycee Beach.
Jerome F. Gill
Mayor Pool explained that Mr. Gill has requested use of the Highlander Hut on
Sundays from 9:00 to 1:00 from February 27 through April 24. He has applied for a
Conditional Use Permit for a building on Grand Highway and will be before the
Planning & Zoning Commission in March.
Attorney Baird confirmed there were no legal restrictions regarding a church using
City property. Council Member Turville stated he did not feel comfortable setting a
precedent allowing churches to use City property to become established.

A motion was made by Council Member Ivey_, seconded by Council
Member Norquist, and carried four to one with Council Member Turville
voting nay_ to grant the use of the Highlander Hut from March 7 through
April ~l.4.
NEW BUSINESS
Request for Qualifications
Mayor Pool stated authorization to proceed with advertising for the conceptual design
of the proposed improvements to the Lake Minneola Waterfront is requested.

A motion was made by_ Council Member Norquist, seconded by_ Council
Member Ivey_, and carried unanimously to approve advertising _for
Request for Qualifications for the design of Lake Minneol~ Waterfront
Park.
Change Orders
Mayor Pool stated two change orders are requested for Morris Contract Services
regarding the new sewer main on Sunny Dell Drive.
The first change order will extend the time allowed for construction to February 10.
The second change order will increase the contract by $866 which is necessary due to
the relocating of a lateral that was not included in the original plans.
Finance Director Van Zile stated the City had delayed the project.

A motion was made by Council Member Cole, seconded by Council
Member Ivey_, and carried unanimously to approve Change Order #1
extending the construction time and Change Order #2 increasing the
contract by_ $866 for Morris Contract Services regarding the new sewer
main on Sunny Dell Drive.
AUDIENCE COMMENTS
Joe Janusiak asked if he could attend the Council Workshop discussing Jenkins
Auditorium fees. Mayor Pool stated they plan to discuss the fees at the March 15
Workshop and he was welcome to attend.
