02-15-1994 Workshop Meeting CITY OF CLERMONT MINUTES WORKSHOP MEETING February 15, 1994 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, February 15, 1994 in the City Hall meeting room. The meeting was called to order by Mayor Pool at 6:30 p.m. with the following Council Members in attendance: Council Member Norquist, Council Member Cole, Council Member Turville, and Council Member Ivey. Also present was City Engineer Springstead, Public Services Director Davis, City Manager $aunders and Planning Director Harker. Proposed Sewer System The proposed sewer system for the east side of Clermont was discussed with City Engineer Springstead displaying a map indicating the proposed site for the new sewage treatment plant and the proposed force mains and gravity lines that would be constructed in the initial phase. The map also indicated the modifications and new lines to redirect lift stations 26, 21, and 18 to flow into the new system. After considerable discussion it was the consensus that we should proceed and that City Engineer Springstead should now prepare a written scope of services and cost estimates following the conceptual plans that were discussed. Spray Field Nitrate Levels Each Council Member was given a copy of the letter recently received from the Dept. of Environmental Protection regarding the nitrate levels of our spray field. This letter and our obligations were discussed at length and Mr. Springstead pointed out that by redirecting lift stations 26, 21, and 18 we would be reducing our loading on the spray field from an average of 770,000 gallons per day to 440,000 gallons per day which is part of the suggestions made by DEP. Also discussed was the quality of the effluent being sprayed and it was noted that sometimes during cold weather the nitrate levels do exce~ the maximum standards. CITY OF CLERMONT MINUTES WORKSHOP MEETING February 15, 1994 Page 2 Aerial Topographig Surveys The need for an aerial topographic survey for the Central Business District was discussed. Businesses in this area that would like to expand would need central water retention. Mr. Springstead also stated that the Easflake storm basin should also be considered at this time for aerial topography. The benefits of aerial topography for the proposed beach front project and Rails to Trails project was also discussed. After discussion it was concluded that we should bid out the aerial topography for the Central Business District with alternate bids for the Bloxam Avenue corridor and the Easflake basin. Minneola Beach Front Project Planning Director Harker left the meeting at approximately 7:30 p.m. Forest Michael entered the meeting at this time and gave a brief review of what he proposes to accomplish for the City Council with regards to a conceptual master plan for the Lake Minneola beach front project. At 'this point Council Member Ivey asked if the Consultant's Competitive Negotiation Act would have to be considered before hiring Mr. Michael. City Manager Saunders stated that he would look into this prior to making a recommendation to the Council and no dollars were discussed as far as services that would be presented by Mr. Michael. Mr. Michael left the meeting at 8:30 p.m. Jaycee Beach Parking Fees Council Members discussed the various options for controlling parking at Jaycee Beach. As discussed in previous meetings, the object would be to control the parking in such a way that beach visitors would pay a parking fee. After considerable discussion it was determined that since we hope to start a complete rehabilitation of the beach within the next two years, that at this time the best option would be for signage informing people that a fee is required and place honor boxes CITY OF CLERMONT MINUTES WORKSHOP MEETING February 15, 1994 Page 3 similar to the boat ramp box at various locations. Signs would also be placed at each entrance to the beach reminding people that their cars will be ticketed if they do not display the parking permit. Cemetery Regulations The request for foot markers at the cemetery was discussed. City Manager Saunders indicated that from time to time requests have been made for military foot markers (actually a head marker) be placed on the foot of the grave site. After discussion it was the consensus to place a rule change on the Council Agenda for Council consideration that would allow an additional Veteran's marker (to be placed adjacent to the head marker). Proposed Library Expansion City Manager Saunders showed Council Members what is being proposed for the library for parking which include approximately 10 non-paved spaces. He pointed out that they are in a Central Business District which does not have a parking requirement. We do not have any parking guidelines in our Code, however, the recommended parking for a library our size would be 45 spaces. The library is proposing to have approximately 23 paved and 10 non-paved spaces. After discussion it was the consensus to allow this configuration and if at a later date it proves to be a problem, parking modifications could be made. Lakeview Hills Traffic The complaints we have received from the Lakeview Hills Subdivision regarding traffic were discussed. City Manager Saunders told Council Members that three representatives from the Home Owner's Association met with him and recommended three-way stop signs at Brogden and Ridge, and at Brogden and Lake Shore Drive. There was no support for the stop signs on Lake Shore Drive, however, there was' some discussion regarding the merits of stop signs at Ridge. CITY OF CLERMONT MINUTES WORKSHOP MEETING February 15, 1994 Page 4 Mayor Pool suggested that the speed limit possibly should be lowered. After discussion, City Manager Saunders suggested-that the speed limit be lowered to 25, paint pedestrian crossings at Brogden and Ridge and Lake Shore and Ridge, and install the appropriate pedestrian crossing signs and see if this helps with the problems. City Council agreed that this should be the first step in addressing the traffic problem in this area. Triathlon Request City Manager Saunders reviewed a request from Fred Sommers requesting an additional triathlon at the Jaycee Beach area by moving the triathlon scheduled for Groveland on February 27. Council Members did not opose the additional event. Fire Department Red Lights City Manager Saunders reviewed Fire Chief Bishop's request to allow volunteer firemen to utilize red lights in their vehicles when responding to calls. He explained that this would be monitored carefully and that anyone abusing this red light policy would not be allowed to utilize it in the future. No opposition was expressed to this policy. City Manager Absence City Manger Saunders informed Council Members that he had volunteered to chaperon a junior high school field trip several months ago and did not realize that it would conflict with the February 22 meeting. He asked if any Council Members would have a problem with him missing the meeting and he reviewed the agenda items. No Council Members objected to his absence at the February 22 meeting. Lake Apopka Natural Gas Reducers Council Member Turville discussed Lake Apopka Natural Gas' practice of placing reducer regulators above-grade in front of peoples homes along the right-of-way. He referenced one that was recently placed on Lake Shore Drive. City Manager Saunders will contact Lake Apopka Natural Gas regarding these installations. Occupational Licensing for Mobile Vets Council Member Turville asked that City Manager Saunders look into the need for occupational licensing for mobile veterinarians and inquired as to the City's use of Dr. Zagrocki. City Manager Saunders indicated that it was his understanding that a City occupational license was not required unless his office was located in the City limits with County licensing, but he will look into the situation.
