COUNCIL WORKSHOP MEETING
DECEMBER 19, 1995
A Workshop Meeting of the City Council of the City of Clermont was held Tuesday,
December 19, 1995 in the Council Chambers at the Police Department. The meeting
was called to order by Mayor Pool at 6:30 p.m. with the following Council Members
in attendance: Council Member Sargent, Council Member Cole, Council Member
Dupee and Council Member Norquist. Also present was City Manager Saunders.
1996 Triathlon Events
Fred Sommer of CFT Sports presented the tentative dates for upcoming Triathlon
events for 1996. There was considerable discussion regarding the construction that
will be taking place at the Waterfront Park and how this will affect Mr. Sommer's
events. Mr. Sommer indicated that he could be flexible with set-up and routes. City
Manager Saunders stated that the City would work closely with Mr. Sommer to avoid
problems with the construction area.
Mr. Sommer then requested clarification of the parking fees that should be paid.
Mayor Pool suggested that a flat fee be charged for events. Also discussed was a 50¢
per entrant parking fee. After discussion it was the consensus that this would be
determined at a regularly scheduled Council Meeting. Mr. Sommer left the meeting
at approximately 7:10 p.m.
Lake Minneola Waterfront Park
Forest Michael reviewed the final plans for the Clermont Waterfront Park
improvements including the building, hardscape and recreational amenities. There
were no suggested changes and it was the consensus to proceed as presented.
Mayor Pool temporarily adjourned the Workshop for a Special Meeting at 7:30 p.m.
and stated that the Workshop would resume following the Special Meeting. The
Workshop resumed at approximately 8:00 p.m.

Realtor Signs
Council Members discussed the numerous realtor signs at the Highway 27 and
Highway 50 intersection on weekends. Council Members directed the staff to collect
the signs and inform realtors that it is in violation of the City sign ordinance.
Lift Station//15
City Manager Saunders discussed the proposed re-building of Lift Station//15 and
stated that they would like to move ahead with ordering the pumps for this station
directly from Ellis K. Phelps Company which has been providing the specified pumps
for the other lift stations that have been constructed. By ordering them directly the
City would save the sales tax as well as save time with delivery. There was no
objection to moving ahead and ordering the pumps at this time.
Habitat for Humanity
A request from Habitat for Humanity asking the City to consider either donating or
selling at a discounted price the lot owned by the City on the corner of 12th Street and
Montrose Street was discussed. After considerable discussion it was the consensus to
develop the lot into a neighborhood playground since the City does not have a facility
of this type in the area.
ZOM Corporation Proposed Agreement
City Manager Saunders discussed a proposed agreement with ZOM Corporation,
owner of property on Harfle Road. The City has been discussing the possible
extension of water lines to the ZOM property and in order to get to their property an
easement is required from Jahna Sand Mine. He explained that in return for the
easement they are requesting that we provide a reservation for 150 water connections.
ZOM is also agreeing to extend the line from Johns Lake Road to their property and
to annex their property that is located on Highway 50 south of Highway 27. It was
the consensus that we should move ahead with finalizing this agreement document and
present it to the Council for approval.

Annexation
A possible annexation of a large parcel of property south of the existing City limits
east of Highway 27 was discussed. City Manager Saunders explained that the
property automatically comes into the City as U-R Urban Residential and that the
proposed rezoning would be to R-1 Residential. He explained he anticipated
application for annexation within the next few weeks. There were no objections to the
annexation and rezoning.
