NOVEMBER 8, 1995
A Workshop Meeting of the City Council of the City of Clermont was held
Wednesday, November 8, 1995 in the City Hall Conference Room. The meeting was
called to order by Mayor Pool at 6:00 p.m. with the following Council Members in
attendance: Council Member Sargent and Council Member Dupee (Council Member
Cole and Council Member Norquist arrived at 6:10 p.m.). Also present was City
Manager Saunders, Public Service Director Davis, Mark Mountain of the South Lake
Press and South Lake Soccer Club representatives Harry Schwab, Richard Bassilion
and Carlos Solis.
South Lake Soccer Club
Mayor Pool welcomed the Soccer Club representatives and turned the meeting over to
them regarding the soccer field at Palatlakaha Recreation Area. One of the major
concerns of the Soccer Club was the need for netting on the west end of the field to
prevent soccer balls from being kicked into the storm water retention area. The fees
for the field were also discussed and how they could better be administered.
After discussion it was the consensus to place the netting issue on a Council agenda
for a decision. The Soccer Club representatives left the meeting at approximately
7:10 p.m.
Alternate Fuel Grant Application
Public Service Director Davis and City Manager Saunders discussed with the Council
the Alternate Fuel grant proposal. Mr. Davis explained that it was his understanding
that Lake Apopka Natural Gas had decided not to make application for a grant at this
time which would require the City to be responsible for the matching funds of
approximately $100,000 if we are proposing to build a fueling station along with
conversions.
After discussion it was the consensus not to make application at this time.

Lake Water Authority Storm Water Grant Application
City Manager Saunders explained that the City will be submitting a proposal to the
Lake Water Authority for a storm water grant. After discussion it was the consensus
to request $300,000 for the Central Business District phase one storm water project.
Lake County Recreation Grant
The County's upcoming recreation grant was discussed, and it was agreed to request
funding for the refurbishment of Kehler Park which would include resurfacing of all
of the existing courts and some other enhancements to the park.
Lennar Homes Agreement Amendment
The proposed changes to the agreement with Lennar Homes were discussed. City
Manager Saunders explained that since the first phase of our new sewage treatment
plant will not produce reuse water, Lennar has requested that we provide irrigation
water from our well at a fiat rate for residential application as was agreed to in the
original agreement and using reuse water at a per 1,000 gallon rate of $.15 for golf
course irrigation. City Manager Saunders stated he would talk further with Lennar
Homes regarding this issue and report back to the Council.
Central Business District Centralized Parking Exchange Fee
City Manager Saunders discussed the fee that should be charged for the parking space
exchange in the Central Business District and explained the recommendation of $1,500
per space.
Principal Payment
City Manager Saunders discussed Rex McPherson's request to pay a portion of the
principal that is owed for the purchase of the land for the east side water and sewer
plant. It was the consensus that we could include $100,000 in the bond that would be
paid toward the principal at that time.

Clermont Waterfront Park Parking Lot
City Manager Saunders reviewed the latest layout design for the parking lot at the
Clermont Waterfront Park and no changes were suggested by the Council.
Meeting adjourned at 8:40 p.m.
