09-20-1995 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING SEPTEMBER 20, 1995 A Workshop Meeting of the City Council of the City of Clermont was held Wednesday, September 20, 1995 in the City Hall Conference Room. The meeting was called to order by Mayor Pool at 6:00 p.m. with the following Council Members in attendance: Council Member Norquist, Council Member Dupee and Council Member Cole. Also present was City Manager Saunders, Shannon Elswick, Howard Stockton and Speedy Wolfe. Chamber of Commerce Fishing Tournament City Manager Saunders explained to Council Members that the Chamber of Commerce is considering a fishing tournament as a fund raiser and Mr. Wolfe asked to address the Council. Mr. Wolfe explained the idea of a bass tournament that would be held in March of 1996. He indicated that approximately 150 boats could be involved. He also stated that he had talked with Jerry Daniels who has extensive experience in tournaments and he could help coordinate the tournament. The Council expressed several concerns including safety., speed, and legal problems. After discussion it was a consensus that this should come before the Council at a regularly scheduled meeting for a decision, however, no one expressed opposition to the idea. Howard Stockton, Speedy Wolfe and Shannon Elswick left the meeting at approximately 7:00 p.m. Jaycee Beach Waterfront Project The existing picnic pavilion was first discussed and it was questioned whether another pavilion should be erected at the site. City Manager Saunders explained that the original plans were to remove the cover and utilize the slab as a basketball court. It was the opinion of the Council that this was a good location for a pavilion and we Should plan on a new cover for the pavilion. Also discussed was the proposed deck area around the new beach house facilities. City Manager Saunders explained that the original concept by Forest Michael showed these areas covered with a trellis. After discussion it was the consensus that it should be a solid covering over the area. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING SEPTEMBER 20, 1995 Page 2 City Manager Saunders next displayed the proposed parking area that is to be constructed north of the Highlander Hut. He explained that this could be utilized for the Highlander Hut activities or the beach activities with the use of removable bollards that would restrict traffic. He displayed the proposed parking lot layout which shows the south edge of the parking area being at the existing location of the steep embankment on the south side of the old railroad right-of-way. He explained that this property would be graded to the right elevation and the north half of the Palm Lane right-of-way would be sloped down to the parking lot. Proposed Bond Issue The bond issue for the proposed sewage treatment facility was discussed. City Manager Saunders reviewed the anticipated dates which would include the selection of a bond underwriter in early October and the selling of bond anticipation notes in early November. He reviewed the latest information received from our consultants, Hartman & Associates regarding rate increases over the next five years to fund the debt service of the bond issues. He explained that in order for us to pay the debt service, we must have the anticipated growth of approximately 250 homes per year which would provide the impact fees that could be used to retire the debt. Even with the impact fees, we would still need rate increases in order to have the bond coverage necessary to meet bond requirements. He indicated that we are still working with the consultants on methods to meet the financing needs with the least impact on the existing customers. East Avenue/Grand Highway/Palm Lane Intersection City Manager Saunders displayed the proposed intersection improvements and roadway alignment for the East Avenue/Grand Highway and Palm Lane intersection. There were no objections to the proposed layout. Wedgewood Independent Adult Living Facility City Manager Saunders stated that Wedgewood facility proposed for Minnehaha Avenue has discussed with our Planning Department the possibility of a waiver for the recreation impact fees. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING SEPTEMBER 20, 1995 Page 3 After discussion it was the consensus that these residents would still have an impact on our recreation facilities. It was also discussed that Lennar Homes had discussed a waiver which had been denied. North Ridge Wall City Manager Saunders discussed the proposed privacy wall to be constructed along Grand Highway by the developers of the North Ridge Subdivision. He explained that our Code limits walls to a maximum of 6' and that the proposed wall design submitted indicates a wall height of 6', however, it also included periodic pillars that were 7'4". He explained it was our interpretation that no part of the wall would be over 6'. This was also the consensus of the City Council. Meeting adjourned at 8:20 p.m. Robert A. Pool, Mayor Attest: J~ph E.
