COUNCIL WORKSHOP MEETING
JULY 20, 1995
A Workshop Meeting of the City Council of the City of Clermont was held Thursday, July
20, 1995 in the City Hall Conference Room. The meeting was called to order by Mayor
Pool at 6:00 p.m. with the following Council Members in attendance: Council Member
Sargent, Council Member Norquist, Council Member Dupee and Council Member Cole.
Also present was City Manager Saunders and Finance Director Van Zile.
Spring Valley Development
City Manager Saunders explained that the proposed Spring Valley Development area is
located within the Public Service Commission franchise area for Utilities, Inc. for water
service. However, they are requesting that we provide sewer service for the development.
After discussion regarding the possibility of the City challenging the franchise area, it was
the consensus of the Council that the City should go ahead and provide sewer service and not
contest the water service by Utilities, Inc. at this time.
Cooper Memorial Library Budget Request
Bob Jackson, Mary Ogilvie and Vicky Cook arrived at 6:30 p.m. representing Cooper
Memorial Library. Mr. Jackson presented the Library budget request and provided each
Council Member a summarized hand-out. The request indicated no increase over the
previous year other than for a full year's funding for the new expansion. After discussion,
the Library representatives left the meeting at approximately 7:00 p.m. The Council made
no changes to their request.
South Lake Council for the Arts Budget Request
Howard Stockton arrived and he and Mary Ogilvie reviewed with the Council the plans for
the upcoming year for the South Lake Council for the Arts and reviewed the financial status.
Mary Ogilvie left the meeting at approximately 7:15 p.m.
Clermont Area Chamber of Commerce Budget Request
Mr. Stockton reviewed with the Council the Clermont Area Chamber of Commerce budget
request for the upcoming year and provided a hand-out requesting the specific equipment for
the Chamber. It was the consensus that this equipment would be owned by the City, but
assigned to the Chamber of Commerce for their use.

Mr. Stockton then discussed with the Council a proposed fee schedule which would adjust
the rental fees for the auditorium. It was the consensus of the Council to bring this before
the Council at a regular meeting. Mr. Stockton left the meeting at approximately 8:00 p.m.
No changes were made to their request.
Occupational License Fees
Finance Director Van Zile then reviewed with the Council the recommendations of the
Occupational License Committee. He provided the Council with hand-outs of the proposed
fees and changes. After discussion, there were no proposed changes to the information
provided.
Ad Valorem Millage Rate
City Manager Saunders recommended that a .25 mil increase be advertised at this point until
we are further along with the budget preparation. He stated that the Council could still adopt
the existing millage at the final hearing.
Council approval.
Workshop
The next workshop was then scheduled for August 16.
