07-13-1995 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 13, 199~ A Workshop Meeting of the City Council of the City of Clermont was held Thursday July 13, 1995 in the City Council Chambers. The meeting was called to order by Mayor Pool at 6:00 p.m. with the following Council Members in attendance: Council Member Sargent, Council Member Norquist, Council Member Dupee, and Council Member Cole. Also present was City Manager Saunders and Fire Chief Bishop. Budget Discussions Fire Department City Manager Saunders explained that he had asked Fire Chief Bishop to attend the meeting to answer any questions regarding their budget request. Each Council Member was given a hand-out that included all of the Capital Outlay items being requested by the Fire Department and each item was reviewed by the Council. Of the items requested and included on the list, the following changes were made: · $200,000 · $600 · $9,000 · $900 · $1,960 · $1,200 · $2,400 · $1,500 for a new pumper truck was eliminated. for a copy machine was eliminated. for a radio repeater system was eliminated, however, we had a discussion regarding investigation into a repeater system that would provide what the Fire Department was requesting along with radio improvements that are being requested by the Utilities Department. for portable radios was cut to $450. for pagers was reduced to $1,680. for ventilation fan was eliminated. for mechanical sirens was eliminated. for air horns was eliminated. The other items were to be left in the proposed budget at this time. We then discussed the request for salary adjustments in the Fire Department. After discussion, it was the consensus to include in the Budget an increase in the Chief's pay from $300 to $400 per month, and an increase in the Assistant Chief's pay from $50 to $100 per month. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 13, 1995 Page 2 The request for officers pay was discussed and it was the consensus that rather than a monthly amount for officers, that increasing the amount per call be considered. City Manager Saunders will do some additional investigating about using this method and report back at the next workshop. Chief Bishop left the meeting at 7:55 p.m. North Ridge Subdivision City Manager Saunders discussed with the Council a site plan for a wall to be constructed along Grand Highway for the North Ridge Subdivision. He explained that the original Conditional Use Permit indicated a 6' screened wall, however, the developers are now requesting that a retaining wall that would be 5' high in certain areas be constructed along with a 6' screen wall. He displayed a site plan and cross- section and after discussion it was the consensus that in order to have a better visual affect, the retaining wall should be set back a minimum of 3' from the sidewalk with landscaping in this area. The screen wall would then be set back allowing for the 5' landscaping requirement as described in our Code. Lake Minneola Waterfront Park City Manager Saunders explained that the original contract with Forest Michael for the preliminary plans in the Lake Minneola Waterfront Park included provisions for amending the contract for the detailed plans and specifications. There were no objections to proceeding with negotiations to amending the contract and the consensus was to move ahead with the project as soon as possible. The plans for the beach were reviewed including the proposed entrance along Palm Lane and the new parking areas. Also reviewed was the proposed agreement with Gene Langley in which we would re-align East Avenue in return for an approximate one-half acre parcel at the corner of Grand Highway and East Avenue, and for the right-of-way needed for the Rails to Trails needed along Lake Minneola Drive from Cherry Knoll Development to East Avenue. Also discussed was the need for a property swap with Bells Ceramics for the re-alignment of the intersection of East Avenue. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 13, 199~ Page 3 The potential acquisition was discussed for a portion of the railroad right-of-way dose to West Beach that was purchased by the McCaffreys. City Manager Saunders explained that he has met with the new owners and that he would like to buy at a minimum the north half of the right-of-way and that a purchase price of $1 per square foot is suggested. The final approval would be placed on the agenda of a regular City Council meeting. There was no opposition to this request. Rails to Trails Public Hearing The Public Hearing to be held regarding the Rails to Trails, and specifically the dosing of Lake Minneola Drive was discussed. It was the consensus to hold the Public Hearing on Tuesday, August 15 at the Highlander Hut and that we should advertise two weeks prior to the meeting.
