02-23-1995 Special Meeting CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING FEBRUARY 23, 1995 A special meeting of the City Council of the City of Clermont was held Thursday, February 23, 1995 in the Council Chambers. The meeting was called tO order at 6:30 p.m. by Mayor Pool with the following Council Members present: Council Member Cole, Council Member Sargent, and Council Member Norquist. Other City officials present were City Manager Saunders, City Attorney Baird, and Finance Director Van Zile. Also present was Jerry Wright representing Professional Financial Management Association, Inc. (PFM Inc.) Lake Hills Utilities Acquisition City Manager Saunders introduced Jerry Wright of PFM, Inc. to the Council and stated he had been working with the City regarding the proposed acquisition of the Lake Hills Utility system. Mr. Wright gave his presentation after giving each Council Member a copy of their analysis. Mr. Wright concluded that the purchase of the system would be beneficial to the City and the deal being proposed is good for the City using conservative assumptions. The Council then discussed the ability to establish separate fee schedules for both impact fees and monthly user fees and City Attorney Baird stated that since this will be a separate system that separate fees can be established. City Manager Saunders explained the proposed purchase price which is $1,500,000. There would be approximately 200 connections that have been pre-paid which includes pre-paid connections by Greater Construction and a $50,000 contribution from an adjacent property owner which equates to approximately 53 connections. It was a consensus of the Council that we an attempt to adjust the purchase price by the $50,000 contribUtion should be made. 95-040a A motion was made by Council Member Norquist, seconded by Council Member Cole, and carried unanimously to move ahead with the purchase qf the Lake Hills utili~_ ~stem. Financing methods were discussed for the system purchase. Mr. Wright of PFM, Inc. and Finance Director Van Zile left the meeting at approximately 8:30 p.m. CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING FEBRUARY 23, 1995 PAGE 2 Temporary Sewage Treatment System City Manager Saunders next reviewed with the Council the negotiated price with Mack Concrete for the construction of the temporary sewage treatment plant. He also discussed the proposals for site work and electrical work. 95-040b A motion was made by Council Member Cole. seconded bY Council Member Norquist. and carried unanimously to approve the contract for Mack Concrete _for the plant, site work to Rix Construction, and electrical work to Advance ElectriC.
