02-07-1995 Workshop Meeting CITY OF CLERMONT MINUTES WORKSHOP MEETING February 7, 1995 A Workshop Meeting of the City Council of the 'City of Clermont was held Tuesday February 7, 1995 in the City Council Chambers. The meeting was called to order by Mayor Pool at 6:30 p.m. with the following Council Members in attendance: Council Member Sargent and Council Member Norquist. Also present was City Manager Saunders and Planning Director Harker. More Cops City Manager Saunders informed the Council that we received word that Clermont has been selected to received a under the Crime Bill which will fund 75 % of the cost of one additional officer for the next three years. Industrial Subdivision City Manager Saunders stated that an industrial subdivision has been proposed to be located north of Mohawk Road. He discussed with Council the Comprehensive Plan and the zoning regulations regarding this area. Mr. Zagame, representing Jaymark Builders who is proposing the subdivision entered the meeting at approximately 7:30. Mr. Zagame presented each Council Member with a packet of information about his company and discussed with the Council his proposal to annex an additional 10 acres into the City that would provide for a 40-acre industrial subdivision. He discussed with the Council the possibility of designating the western section of the 40 acres for residential use. After discussion, Council Members expressed to Mr. Zagame that this area has been planned for industrial and that the City is in need of additional industrial and manufacturing areas and had concerns about changing some of this area for a residential use. Mr. Zagame stated that he would present a plan to the City that would utilize the entire area as an industrial manufacturing area including some commercial and professional office use...Mr. Zagame left the meeting at approximately 8:30. "0 CITY OF CLERMO~IT MINUTES WORKSHOP MEETING February 7, 1995 Page 2 Comprehensive Plan Amendment Planning Director Harker then reviewed with the City Council a proposed Comprehensive Plan amendment. He distributed handouts to each Council Members which include the revised language being proposed and reviewed changes in the future Land Use District Map that is being proposed. After discussion there were no requested changes to the proposed amendment as presented. Lake Hill~ Utilities Water System Purchase City Manager Saunders discussed the proposed purchase of the Lake Hills Utility water system. He explained that the draft agreement received from Mr. Mandell included two items that were not anticipated. The Utility has entered into an agreement prior to this with Lake Equity. The developers have already contributed $50,000 to Lake Hills Utilities which results in approximately 576 paid impact fees. The second issue is that Greater Hills and Greater Groves have pre-paid a significant number of connection fees which the City would not receive under the agreement. After discussion it was a consensus we should obtain the exact number of lots which have pre-paid the impact fees and that amount should be deducted from the purchase price. Lennar Homes Utility Services City Manager Saunders explained that Lennar has requested that their impact fees be based on 200 gallons per day. We had previously proposed that since this is an all- adult community we would entertain a request for the impact fee at 2/3 of an ERU for all of their units. It was the consensus that we would maintain this position. CITY OF CLERMONT MINUTES WORKSHOP MEETING February 7, 1995 Page 3 Lennox Contribution The monetary contribution that Lennox should make toward the purchase of the Mandell system was discussed. City Manager Saunders reminded the Council that Lennox has previously agreed to fund the construction of the second well, but now that we are planning to purchase the Mandell water system, we would request a dollar contribution from Lennox. The original estimate for the second well was approximately $380,000 and Lennox is agreeing to contribute this amount with credits for their water and sewer impact fees until thi. s amount is reimbursed. Re-Use Water Fee for Lennar Homes The cost per 1,000 gallon of re-use water that Lennox Homes would be purchasing from the City for golf course irrigation was discussed. We initially suggested a price of $. 15 per 1,000 gallon. Lennox is now requesting that we consider $. 10 per 1,000 gallon. After discussion it was the consensus that we compromise at $.13 per 1,000 gallon and that this price will be good for a five-year period from the time of the agreement and after that be adjusted according to increased cost with regards to supplying the re- use water to Lennox. Magazine and Slick Paper Recycling After discussion we agreed that one day a month the city would provide a drop-off area for these materials. Newsletter Council Members then discussed the newsletter the we have been producing on a bi- annual basis and everyone agreed that we should start producing a quarterly newsletter. CITY OF CLERMONT MINUTES WORKSHOP MEETING February 7, 1995 Page 4 Racquetball Courts We have received one additional proposal for the proposed racquetball courts at Palatlakaha Recreation Area which was higher than the original bid. Council Member Norquist stated that he could possibly find additional contractors that could provide a price for us. Bleachers at old High School Council Member Norquist then stated that during a discussion with a long-time Clermont resident, he was informed that the visitors bleachers at the Clermont High School which is now being converted to a Jr. High School actually belong to the City of Clermont and that we should investigate this. Rail Road Right-of-Way Council Member Norquist informed the Council that the railroad right-of-way running adjacent to the MeCaffrey property has been sold by the McCaffreys. He has talked with the new owners who would be willing to sell the railroad property to the City. Council Members directed City Manager Saunders to make an offer to the new owners based on the purchase price of the adjacent railroad right-of-way that was previously purchased by the City. Original High School Building Mayor Pool informed the Council that he had been contacted in regards to the plans to demolish a portion of the old Clermont High School. There is some interest to try and preserve the original building or possibly move it to another site. Sidewalk Construction on Pitt Street and East Avenue Mayor Pool also stated that he had been contacted by the owner of the property of the southeast corner of Pitt Street and east Avenue regarding additional sidewalks for this area.
