General
The City of Clermont (City) currently provides potable water and wastewater services and plans to
provide reclaimed water services. The City desires to develop master plans for the orderly expansion of
its potable water and wastewater/reclaimed water systems, The service areas for the potable water
system and the wastewater/reclaimed water systems are shown on Exhibits A and B, respectively.
The following presents the specific tasks, which will be performed as part of this Task Order. Because of
the nature of this work, certain assumptions have been made in preparing this Task Order, To the extent
possible, these assumptions are stated herein and are reflected in the budget for services. If the work
tasks required are different from the assumptions presented herein or if the City desires additional
services, the resultant changes in scope and budget will serve as a basis for modifying this Task Order as
agreed to by both the City and Boyle.

Boyle's Scope of Services
Boyle's scope of services for the Potable Water Master Plan project is limited to the following:
Potable Water Master Plan
Task Group I-Estimate Demands
Under this Task Group, data provided by the City will be reviewed and used to estimate maximum day
flow (MDF) and peak hourly flow (PHF) flow factors. Estimates of per capita water demand will be
developed. The demand for potable water will be projected to build-out conditions. The growth of
population within the City's service area will be based upon the best available information provided by
City. Four fire flow locations and rates will be established for modeling fire flow conditions, A technical
memorandum will be prepared that summarizes work accomplished in this Task Group. Boyle will
attend one meeting to discuss this Task Group with the City.
Task Group 2-Analyze Existing System
Under this Task Group, potable water system maps and plans will be reviewed. Boyle will construct a
hydraulic/pipeline computer model of City's potable water system using the U,S. Environmental
Protection Agency's Network (EPA Net) model. EPA Net is a nonproprietary software program that can

be obtained fee of charge from the USEPA. The model will consist of water transmission mains 10
inches in diameter or larger. Smaller mains may be included in the computer model at Boyle's
discretion. A spread sheet model will be used for calculating demands and for distributing the demands
to the nodal points within the hydraulic model.

Boyle will prepare a technical memorandum that summarizes the key design criteria that will be used in
modeling and evaluating the potable water system. City will confirm that the proposed design criteria are
in compliance with City's comprehensive plan,
Boyle will model the existing potable water system for two conditions: a) peak hour flow and b)
maximum day plus fire flow. The year 2002 will be considered existing conditions, Four (4) fire flow
conditions will be modeled. City will select the fire flow locations and flow rates. One fire flow model
will be prepared for each fire flow including a four (4) hour extended period simulation. Boyle will
identify improvements to alleviate deficiencies that are discovered during modeling.
Boyle will prepare a technical memorandum that will summarize work accomplished in this Task Group
and will attend one (1) meeting with the City to discuss this Task Group,
Task Group 3-Analyze Build Out Conditions
Boyle will construct a hydraulic/pipeline model for build-out conditions. Build-out is defined as
complete development and residential occupancy of the City's utility service are in accordance with
current land use planning by the City and Lake County, At build-out, the City's utility service will reach
its maximum service population, Boyle will model the build out potable water system for two
conditions: a) peak hour flow and b) maximum day plus fire flow. Two (2) fire flow conditions will be
modeled. City will select the fire flow locations and flow rates, One fire flow model will be prepared for
each fire flow including a four (4) hour extended period simulation.

Task Group 4-Analyze 2009 Conditions
Boyle will construct a hydraulic/pipeline model for year 2009 conditions, The year 2009 condition is

year 2009 potable water system for two conditions: a) peak hour flow and b) maximum day plus fire

Task Group 5-Evaluate Water Treatment Plants (WTPs)
Boyle will evaluate existing WTP facilities for conformance with existing and proposed rules under
EP A's Safe Drinking Water Act. Boyle wil1 select the rules it considers significant for this evaluation,

Boyle will identify future treatment process modifications that may be necessary for compliance with
current and proposed rules. Boyle will evaluate high service pump capacity and finished water storage
capacity. Conceptual site plans will be prepared for each WTP location showing proposed
improvements,

Boyle will prepare a technical memorandum that will summarize work accomplished in this Task Group
and will attend one (1) meeting with the City to discuss this Task Group.
Task Group 6-Water Supply Evaluation
City's Consumptive Use Permit (CUP), issued by the St. Johns River Water Management District
(SJRWMD) contains a condition that City will identify viable, potential water supply partners and
potential water supply projects that could be implemented with these partners (identified in the
SJRWMD Staff Report dated July 16, 2002 as Condition 21.a). The objective ofthese potential water
supply projects is to meet the City's needs for water supply through the year 2025, The SJRWMD has
required that City submit a written report that describes the potential partners and projects,

Boyle will assist City with developing up to four (4) potential partners. Boyle will prepare for and attend
three (3) meeting with each partner including an introductory meeting, an intermediate meeting and a
final meeting. After the initial meeting with each partner, Boyle with the assistance of the City and the
potential partner, will identify potential water supply projects, Boyle will prepare project summaries for
review and comment. The purpose of the intermediate meeting will be to discuss the potential projects.
Following the intermediate meeting, the project summaries will be revised to reflect pertinent review
comments, The final meeting will be a forum to discuss and finalize the potential water supply projects,
Boyle will prepare minutes for each meeting with a potential water supply partner and will prepare a
water supply planning report that may by used by the City for submittal to the SJRWMD. Boyle will also
be involved in discussions with the SJRWMD to the extent allowed by the budget for this task. Boyle
will attend up to four (4) meeting with the City concerning this Task Group.
City has additional requirements for water supply planning in its CUP. This scope of work does not
include services related to City's response to Conditions 21.b, 21.c, 21.d, 21.e and 21.fcontained in the
SJRWMD Staff Report dated July 16,2002.
Task Group 7-Develop Capital Improvements Plan (CIP)
Boyle will develop a five (5) year capital improvements plan for water transmission and treatment
facilities, Boyle will also develop a build out capital improvements plan for water transmission and
treatment facilities, Boyle will attend one (1) meeting with the City to discuss this Task Group.
Task Group 8-Prepare Master Plan Report
Boyle will prepare a written report that summarizes the findings and recommendations ofthe Potable
Water Master Plan. Boyle will prepare a map exhibit that shows the sizes and locations of existing and
proposed water transmission mains. The pipes will be color coded to identify the facilities that are part
of the proposed 5 year CIP and those that are required for build out. Boyle will review the draft report
with the City and then finalize the report based on the City's comments. It is expected that the report will
be approximately 100 pages in length,

Wastewater/Reclaimed Water Master Plan
Boyle's scope of services for the Wastewater Master Plan includes the following:
Task Group I-Estimate Demands

accomplished in this Task Group, Boyle will attend one meeting to discuss this Task Group with the
City,
Task Group 2-Analyze Existing Conditions
Under this Task Group, wastewater collection system maps and plans will be reviewed. Boyle will
review lift station run times to identify lift stations that may be over loaded, Boyle will construct a
hydraulic/pipeline computer model of City's lift station and force main system using the u.S.
Environmental Protection Agency's Network (EPA Net) model.
Boyle will prepare a technical memorandum that summarizes the key design criteria that will be used in
modeling and evaluating the wastewater collection system. City will confirm that the proposed design
criteria are in compliance with City's comprehensive plan, Boyle will identify improvements to alleviate
deficiencies that are discovered during modeling of the existing system.
Boyle will prepare a technical memorandum that will summarize work accomplished in this Task Group
and will attend one (1) meeting with the City to discuss this Task Group,

Task Group S-Reclaimed Water System Planning

Boyle will develop a plan for expansion of City's reclaimed water system, It has been assumed that the
reclaimed water system service area will lie to the east of US 27. Boyle will estimate the demand for
reclaimed water based on land use, appropriate irrigation rates and development density. Boyle will
prepare a technical memorandum that summarizes the key design criteria that will be used in modeling
and evaluating the reclaimed water system. City will confirm that the proposed design criteria are in
compliance with City's comprehensive plan.
Boyle will construct a pipeline computer model using EP A Net software. Two alternatives will be
analyzed including: a) The first alternative will consider the location for all pump capacity as the water
reclamation facility and b) The second alternative will also consider the use of elevated tank(s) and/or re-
pump stations to minimize the sizes of transmission pipelines. The pipeline model will only consider
transmission pipelines 10-inches in diameter or larger, Retrofitting reclaimed water pipelines within
existing neighborhoods will not be included in the pipeline model.
Boyle will prepare a technical memorandum that will summarize work accomplished in this Task Group
and will attend one (1) meeting with the City to discuss this Task Group.
Task Group 6-Evaluate WWTP Improvements
Boyle will evaluate existing wastewater treatment plant (WWTP) facilities for conformance with
existing and proposed EP A and FDEP rules. Boyle will select the rules it considers significant for this
evaluation. Boyle will identify future treatment process modifications that may be necessary for
compliance with current and proposed rules. Conceptual site plans will be prepared for each WWTP
location showing proposed improvements,

and will attend one (1) meeting with the City to discuss this Task Group,
Task Group 7-Develop CIP

Services Not Included
Services not included in this Task Order but required will be provided by the City or authorized as an
amendment.
City's Responsibilities
The City shall be responsible for providing the following in a timely manner so Boyle can complete its
work and not delay the performance of services.
1. Designate the City Engineer, or their designated agent, to act as the City's representative with
respect to the services to be rendered under this Agreement. The City Engineer or their agent
shall have complete authority to transmit instruction, receive information, and interpret and
define the City's policies and decisions with respect to Boyle's services for this Project.
2. Provide As-built drawings and/or maps of the existing potable water system and wastewater lift
stations and force mains,
3. Provide potable water flow records for top 25 metered water customers and overall flow records
for the City's potable water and wastewater systems.
4, Provide design data for each lift station including but not limited to number and size of pumps,
manufacturer and model number ofpump(s), design flow per pump, TDH rating at design flow,
pump curves, wet well dimensions, invert elevation of wet well, run time data, and pump control
elevations.
5. Provide record drawings ofWTPs and elevated storage tanks,
6. Provide well and well pump data for each of the City's existing wells including but not limited to
well completion reports, step drawdown data, manufacturer and model number of pump, design
flow per pump, TDH rating at design flow and pump curves,
7. Provide future land use data for undeveloped portions ofthe City's service area(s) and projected
rate of development (% developed for planning years).
8, Promptly review, comment on, and return Boyle's submittals. Ten (10) days have been allocated
in the schedule for each City review,
9, All information provided to Boyle by the City, and others retained by the City, shall be used
without verification. However, Boyle shall use engineering knowledge and experience to
identify reasonably identifiable errors.
10. Promptly advise Boyle when the City becomes aware of any defect, deficiency or changed
condition.
11. Provide other such services and assistance as needed to expedite and complete this Project.

Deliverables (BOYLE)
Boyle wi11 provide the fo11owing deliverables to the City:
1. Three (3) copies of each technical memorandum,
2. Three (3) copies of each master plan report in draft form,
3, Ten (10) copies of the final master plan reports.
4. Five (5) copies of the water supply planning report.
Period Of Service
The draft master plan report wi11 be submitted to the City within 240 days of Boyle's receipt of a notice
to proceed, The schedule assumes that all requested information wi11 be furnished by the City along with
the City's notice to proceed. Otherwise, the schedule wi11 commence when all the requested data have
been received by Boyle. The final master plan reports will be submitted within 30 days of receiving the
City's written comments on the draft reports. The water supply planning report wi11 be submitted within
180 days of receiving the City's notice to proceed. It is assumed that all services under this specific
authorization will be completed within 270 days of Boyle's receipt of a notice to proceed,
Compensation
Boyle shall be paid in accordance with Section 3 of the Agreement. A budget showing the estimated
number of hours and other project fees for the tasks described within the Task Order is presented in the
Project Budget. These budgeted amounts were used to determine the lump sum of $321,734 for the
project. Monthly progress payments are allowed, based on Boyle's estimate of percent complete for each
Task Group.
Authorization
This Task Order serves as an Exhibit to the Consultant Agreement dated, August 12, 2003, between the
City of Clermont and Boyle Engineering Corporation, and is hereby incorporated into this Task Order by
reference.

Potable Water Master Plan
Task Group 1-Estimate Demands
I. Organize and review flow & demand data provided by the City.

available information provided by the City.

I. Review potable water system maps and plans provided by the City.
2. Construct pipeline model using EP A Net software. Friction factors for
pipelines will be estimated. Field calibration of the model will not be done.
3. Prepare spread sheet model for estimating local demands and distributing the
demands to nodal points within the pipeline model.
4. Prepare a technical memorandum that summarizes the key design criteria that
will be used in modeling the system. The City will confirm that the design
critieria are in compliance with the City's comprehensive plan.
5. Prepare model to simulate the potable water system for 2002 conditions
including the peak hour flow condition. This condition could either be the peak
hour flow or the maximum day flow plus fire demand.
6. Model the peak hour condition using an extended period simulation of 4 hours.
Five simulations will be run including one peak hour condition and four
maximum day plus fire flow events. Identify improvements (if any) that are
necessary forthe system to be in compliance with established desig¡¡ criteria.

Task Description
1. Estimate demands for reclaimed water based on an irrigation rate (e.g. 1
inch/week), land use and development density. It has been assumed that the
reclaimed water service area will be the City's utility service area lying east of US
27.
2. Prepare spread sheet model for estimating demands and distributing the
demands to nodal points within the pipeline model.
3. Prepare a technical memorandum that summarizes the key design criteria that
will be used in modeling the system. The City will confmn that the design
critieria are in compliance with the City's comprehensive plan.
4. Construct pipeline model using EP A Net software. Two alternatives will be
considered inlcuding: a) locating all reclaimed water pumping facilties at the
water reclamation facilties and b) using a combination of elevated tanks and/or re
¡pump facilities to minimize transmission pipeline sizes.
5. Evaluate reclaimed water storage and pumping capacity.
6. Analyze 2009 conditions
7. Prepare a technical memorandum that summarizes work accomplished in this
Task Group.
