SPECIAL COUNCIL MEETING
JANUARY 19, 1995
A special meeting of the City Council of the City of Clermont was held Thursday, January
19, 1995 in the Council Chambers. The meeting was called to order at 6:30 p.m. by Mayor
Pool with the following Council Members present: Council Member Cole, Council Member
Dupee, Council Member Sargent, and Council Member Norquist. Other City officials
present were. City Manager Saunders, and Finance Director Van Zile. Also present was
Jerry Wright representing Professional Financial Management Association (PFIV0.
Professional Financial Consultant
City Manager Saunders introduced Mr. Jerry Wright of PFM to the Council and explained
that he and Finance Director Van Zile had met with the two firms that were found to be the
most qualified to provide financial consulting services to the City. They recommended the
City contract with PFM for financial consulting services specifically for the acquisition of
funding for the new sewage treatment plant, but also explained that they would be available
for other projects or consulting needs of the City.
A proposed agreement was distributed to the Council Members that listed the various
services that are offered by PFM along with the fees that would be involved.

After discussion, a motion was made by. Council Member Sargent, seconded by
Council Member Dupee. and carried unanimous~ to enter into the Financial
Consulting Agreement with PFM.
Mr. Wright left the meeting at approximately 7:15 p.m.
Lake Hills Utilities Purchase
City Manager Saunclers updated the Council on the lake Hills Utilities purchase. He
reviewed with the Council the latest information from City Engineer Springstead regarding
approximately $400,000 of modifications and line extensions that would be made to connect
the system to our new well being constructed on Hancock Road.
Following discussion it was the consensus of the Council to move ahead with negotiations for
the acquisition.

JayCee Beach Sand Restoration
City Manager Saunders reviewed a project that was planned five years ago in regard to the
JayCee Beach. The City applied for and received a permit from the Dept. of Natural
Resources to replenish the sand at JayCee Beach. The permit will expire this year and if we
want to proceed with the project it should be done now.

A motion was made by Council Member Norquist. seconded by Council
Member Cole, and carried unanimously to proceed with replenishing the sand
at JayCee Beach.
Code Enforcement Board Appointment
City Manager Saunders explained that there is one additional Code Enforcement Board seat
available and it will be placed on the next City Council agenda for appointment.
Joint Participation Agreement with Dept. of Transportation
City Manager Saunders explained that the proposed agreement is between the Cities of
Minneola and Clermont, and the Dept. of Transportation for the funding of the Lake
Minneola Rails to Trails. He explained that this would be on the next City Council agenda
for approval.
Air Conditioning Unit at Old Police Department
City Manager Saunders explained that the air conditioning unit at the old Police Department
is in need of replacement and we are in the process of receiving quotes. One quote for
$3,850 has been received, however a better quote is expected.

A motion was made by Council Member. Norquist. seconded by Cot4ncll
Member Cole. and carried unanimously_ to replace the air conditioner at the
old Police Department at a cost not to exceed $3.850.
Green Isle Children's Ranch JayCee Beach Parking Pass
City Manager Saunders requested Council's approval to issue a JayCee Beach parking pass to
the Green Isle Children's Ranch.

A motion was made by Council Member Sargent. seconded by Courtcil Member
Norquist. and carried unanimous~_ to issue a JayCee Beach vehicle parking
pass to Green Isle Children's Ranch.
There being no further discussion, the meeting adjourned at 7:45 p.m.
