12-03-1996 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING DECEMBER 3, 1996 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, December 3, 1996 in the City Hall conference room. The meeting was called to order by Mayor Pool at 6:00 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Dupee, Council Member Norquist and Council Member Sargent. Also present was City Manager Saunders, Finance Director Van Zile and Bill McCoy. Ray Gilley and Victoria Bucher of Florida Power arrived at approximately 6:30 p.m. EmPloyee Medical Insurance .Finance Director Van Zile provided the Council with a summary of medical insurance proposed changes..The changes and the associated costs were reviewed with the Council and there were no objections to the changes. Council Member Norquist asked if our insurance coverage provided for non-smoking discounts that are allowed with some other policies. Finance Director Van Zile stated that it was not, but he would look into that possibility. City Hall Part Time Person Finance Director Van Zile and City Manager Saunders discussed with the Council the need for a part-time person in City Hall. After discussion it was the consensus of the Council to add this additional position on a part-time basis. Finance Director Van Zile left the meeting at approximately 6:30 p.m. Florida Power Telecommunications Antenna Ray Gilley and Victoria Bucher of Florida Power explained the upcoming Florida Power request for the installation of an antenna at their substation site on Highland Avenue. Mr. Gilley explained the purpose of the antenna and provided computer generated pictures of how the antenna would appear. The Florida Power representatives left the meeting at 7:15 p.m. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING DECEMBER 3, 1996 Page 2 Underground Power for Improvement Projects The options of overhead or underground power associated with various improvements were discussed. It was the consensus that the power along the new section of Osceola Street between West Avenue and 8th Street be underground. The East Avenue power lines associated with the improvements at Grand Highway should remain overhead. Holiday Sign Request A request by Angella Thompson to place signs along Highway 50 east of East Avenue that would look like Christmas cards, but would have advertising was discussed. The bottom of the signs would list the names of people who donate the cost of the sign. It was the consensus that this should not be permitted. Lake County Recreation Grant Request City Manager Saunders discussed the proposed grant request for the Lake County recreation funding. There were no changes. Fire Chief Pay City Manager Saunders discussed the proposed revisions to the fire pay for Chief Bishop. Council directed City Manager Saunders to place it on a future agenda. Lake County EMS Agreement The agreement with Lake County EMS for extrication services to be performed by' our fire department was discussed. This agreement is to be placed on a future agenda. Veterinarian CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING DECEMBER 3, 1996 Page 3 Mayor Pool asked if the City is aware of a traveling veterinarian who was providing inoculations at one of the pet stores. City Manager Saunders stated he knew it had been a problem in the past, but thought it had been discontinued. He will investigate further. Jenkins Auditorium Fee Adjustment The proposed rent adjustments were reviewed for Jenkins Auditorium. Saunders stated this will be on a furore agenda.
