COUNCIL WORKSHOP MEETING
OCTOBER 3, 1996
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
October 3, 1996 in the City Hall conference room. The meeting was called to order
by Mayor Pool at 6:30 p.m. with the following Council Members in attendance:
Council Member Cole, Council Member Norquist, Council Member Dupee and
Council Member Sargent. Also present was City Manager Saunders. Greg Homan of
the Grand Citrus Tower entered at 6:40 p.m.
Jenkins Auditorium Rent Increases
The proposed rent increases for the users at Jenkins Auditorium were discussed.
There was no opposition to the proposal and City Manager Saunders was directed to
present the Council with a schedule for adoption.
Police Chief Selection Procedure
The proposed police chief selection procedure was discussed which would include
assessment centers. There were no objections to the procedure.
Citrus Tower Christmas Celebration
Greg Homan entered the meeting at 6:40 with representatives of a group that propose
to promote a Christmas holiday celebration at the Citrus Tower. The Council was
given an overview of the events. Mr. Homan explained that they would be asking the
City to provide police and fire personnel and that everything else would be handled by
the promoters or Mr. Homan.
After considerable discussion of insurance, liability, parking, sanitation and other
issues, Council agreed to support this project. Mr. Homart and his associates left the
meeting at approximately 8:00 p.m.

Water Service to Dr. Pennachio
City Manager Saunders discussed with Council a proposal to provide water service
south of Highway 50 to Dr. Pennachio's office. He explained that he proposed to
extend the main across Highway 50 at the City's cost and that Dr. Pennachio would
then pay for the installation of the main along the frontage of his property.
East Jacks Lake Road Underground Power Lines
The cost involved in placing the power lines underground along the new East Jacks
Lake Road was discussed. Council directed City Manager Saunders to talk further
with Florida Power about these costs. It was the consensus of the Council that
overhead power should be used for lift stations E-4 and E-5.
Resurfacing of the Kehlor Park Shuffleboard Courts
City Manager Saunders discussed the resurfacing of the Kehlor Park shuffleboard
courts and explained that he would advertise for proposals rather than bids since
different companies have different processes of finishing this type of court. There
were no objections to this method.
Clermont Waterfront Park Playground Equipment
It was the consensus that the wood products should be utilized in the playground
equipment for the Clermont Waterfront Park.
Minnehaha Avenue Traffic Problem
City Manager Saunders suggested that "no parking" signs be posted along Minnehaha
Avenue from Bloxam to the point that Minnehaha widens that allows parking without
causing a problem for the flow of traffic.

Next discussed was the installation of a 4-way stop at Minnehaha Avenue and West
Avenue. There were no objections to this change.
Montrose Street Parking Limits
The proposed limited time parking for Montrose Street between 7th and 8th Street wa
discussed. City Manager Saunders proposed that this be posted as two-hour parking.
There were no objections to this proposal.
South Lake High School ACE Program
The South Lake High School ACE Program has requested a donation of two of our
garbage cans to aid them in their clean-up project for the High School. There were
no objections to the City providing these cans.
Street Lights at SR 50 and Hwy. 27 Intersection
City Manager Saunders explained that the street lights along SR 50 end at the inter-
section of Highway 27. He asked if there were any objections to extending the street
lights to the east end of the new shopping center property. There were no objections.
Meeting adjourned at 9:10 p.m.
