MINUTES
REGULAR COUNCIL MEETING
AUGUST 27, 1996
A regular meeting of the City Council of the City of Clermont was held Tuesday,
August 27, 1996 in the Council Chambers at the Police Department. The meeting
was called to order at 7:30 p.m. by Mayor Pro Tern Norquist with the following
Council Members present: Council Member Cole; Council Member Dupee and
Council Member Sargent. Other officials present were City Manager Saunders, City
Attorney Baird, Planning Director Harker, Finance Director Van Zile, and Deputy
City Clerk Whiflock.
INVOCATION
The Invocation was offered by City Manager Saunders followed by the repeating of
The Pledge of Allegiance to the Flag by all present.
MINUTES
The minutes of the Regular Council Meeting held August 13, 1996 were approved as
presented.
CITY MANAGER SAUNDERS' REPORT
Bucket Truck Bid
City Manager Saunders explained that only one bid was received for the old bucket
truck. Bizzel Trucking and Equipment Co. bid $1,837. He recommended that ~
Council reject all bids and donate the truck to Lake Correctional Institution.

A motion was made by Council Member Cole, seconded by Council
Member Dupee, and carried unanimously to reject all bucket truck bids.

A motion was made by Council Member Dupee, seconded by Council
Member Cole, and carried unanimously to donate the bucket truck to
Lake Correctional Institution.
Council Member Dupee expressed appreciation for the thousands of hours of labor
from prisoner workers that help in the parks and streets from Lake Correctional.

Bid Award for 12 Diesel Generators
City Manager Saunders stated that the Council recently awarded a bid to Cummins
Onan in the amount of $329,588 for 12 generator units to be used in various City lift
stations. He explained that they did not anticipate safety regulations that requires
either double-lined tanks or a container area for diesel fuel. He recommended that
Change Order #1 be approved which will add double-lined tanks to each of the 12
generators for an additional $11,000.

A motion was made by Council Member Cole, seconded by Council
Member Dupee, and carried unanimously to approve Change Order #1
for $11,000 for double-lined tanks for 12 diesel generators.
South Lake Chamber of Commerce - Light Up Clermont
City Manager Saunders stated that the South Lake Chamber of Commerce has
requested permission to hold the annual "Light Up Clermont" festival and parade on
Friday and Saturday, December 6 and 7. Events will include a Friday evening tree-
lighting ceremony and lighting of Kiwanis holiday displays at Center Lake followed by
downtown merchants open house. A craft show on Montrose Street from 9:00 a.m. to
3:00 and a parade starting at 11:00 a.m. is scheduled for Saturday.

A motion was made by_ Council Member Dupee, seconded by Council
Member Cole, and carried unanimously to approve the annual "Light Up
Clermont "festival and parade on December 6 and 7.
CITY ATTORNEY BAIRD'S REPORT
House Demolition - 752 E. Broome Street
City Attorney Baird stated that in accordance with Florida Statutes Chapter 162, the
Code Enforcement Board is requesting the City to demolish a home on 752 E. Broome

Street. The Code Enforcement Board will fine the homeowner for the demolition and
clean-up which will become a lien on the property.

A motion was made by Council Member Cole, seconded by Council
Member Dupee, and carried unanimously to demolish the home at 752 E.
Broome Street.
COUNCIL MEMBER DUPEE'S REPORT
Florida League of Cities
Council Member Dupee reported she had been named Vice Chair of the Municipal
Taxation and Finance Committee for the Florida League of Cities and she will attend
the first meeting on September 6.
Metro-Orlando International Affairs Commission
Council Member Dupee reported that she had recently been appointed by County
Commissioner Chairman Welton Cadwell and Orlando Mayor Glenda Hood to
represent Lake County on the Sports Committee of the Metro-Orlando International
Affairs Commission.
MAYOR PRO TEM NORQUIST'S REPORT
Rails to Trails
Mayor Pro Tem Norquist reported that the Lake County Bike Coordinator informed
him that Lake County has appropriated $300,000 for the acquisition of small parcels
for Phase 2 (Orange County Trail to Minneola). The appraisals are almost complete
and negotiations will be conducted soon.

Boy Scouts Troup No. 133
Mayor Pro Tem Norquist welcomed Boy Scout Troup No. 133 who stated they were
working on their communications merit badge.
UNFINISHED BUSINESS
Final Reading of Ordinance 318-M
Mayor Pro Tem Norquist read Ordinance No. 318-M by rifle only. City Manager
Saunders stated that the applicant is requesting to rezone three lots from R-1 to R-2.
These lots are located on Prince Edward Street approximately 150' south of the
intersection with Pitt Street and they are already developed in a multi-family
development.
Mayor Pro Tem Norquist stated that the request requires that a Quasi-Judicial heating
be held and that anyone wishing to speak in favor of or in opposition to the request
must be sworn in. No one in the audience asked to speak.
City Manager Saunders stated that these three lots are a portion of an existing multi-
family development that encompasses lots 21 through 30. The existing duplex and
quadplex located on Lots 28, 29, and 30 were constructed in 1963 and 1966
respectively. Lots 22 through 27 located north of this property are currently zoned R-
2. Property to the west, south, and east are currently zoned R-1. The Planning and
Zoning Commission and the staff recommend approval of the request. Mayor Pro
Tern Norquist closed the public heating.

A motion was made by Council Member Dupee, seconded by Council
Member Cole, and carried unanimously by roll call vote to adopt
Ordinance 318-M.

NEW BUSINESS
Clermont Commons - Acceptance of Public Improvements
City Manager Saunders stated that the City's subdivision procedures requires that
public improvements are presented to Council for approval when they have been
completed. Planning Director Harker stated that with the exception of the receipt of
the maintenance bond, everything is complete for Clermont Commons subdivision.
City Attorney Baird recommended approval of the improvements contingent upon
receipt of the maintenance bond. City Manager Saunders stated that staff
recommended approval subject to receipt of the maintenance bond.

A motion was made by Council Member Cole, seconded by Council
Member Dupee, and carried unanimously to accept the public
improvements for the Clermont Commons subdivision contingent upon
receipt of the maintenance bond.
Bid Award - Operations Building for .75 MGD Sewage Treatment Plant
City Manager Saunders stated that two bids were received for the operations building
to be constructed at the new .75 MGD waste water treatment facility that is now being
constructed. The operations building will house the control equipment and the lab
equipment necessary to operate the plant. The low bid is from MC of Florida, Inc for
$65,200 and he recommended awarding the bid to them for this project. The second
bid was from Wagner Construction in the amount of $72,725.

A motion was made by Council Member Cole, seconded by Council
Member Dupee, and carried unanimously to award the bid for the
operations building at the. 75 MGD sewage treatment plant to M. C. of
Florida, Inc. in the amount of $65,200.

OTHER COMMENTS
City Manager Saunders commended Jo~ Janusiak, VFW Commander for placing the
flags along Montrose Street in honor of Chief Tyndal's retirement celebration.
There being no further business or discussion, the meeting adjourned at 7:55 p.m.
