COUNCIL WORKSHOP MEETING
AUGUST 20, 1996
A Workshop Meeting of the City Council of the City of Clermont was held Tuesday,
August 20 1996 in the City Hail conference room. The meeting was cailed to order
by Mayor Pool at 6:00 p.m. with the following Council Members in attendance:
Council Member Cole, Council Member Norquist, Council Member Dupee and
Council Member Sargent. Also present was City Manager Saunders. City Engineer
Springstead entered at 6:30 p.m. Joe and Jane Zagame and Bob Shakar of Clermont
Commons entered at 7:00 p.m.
Clermont Commons Temporary Septic Tank System
City Manager Saunders provided the City Council with an update on the issue of the
temporary septic tank system installed by Joe Zagame for the Clermont Commons
project.
City Manager Saunders explained that the initiai estimate for the septic tank was
$10,000 and the City had offered $10,000 in sewer impact fee credits however, the
City has now received a bill for approximately $35,000. He explained that the change
in the septic tank system had not been approved by the City and that he had not been
contacted regarding the change or the increase in cost.
City Manager Saunders explained to the Council that Mr. Zagame had been invited to
the Workshop and should be arriving shortly.
Utility Impact Fee Study
City Manager Saunders discussed the proposai by Hartman & Associates for updating
the utility impact fees. The Council will be given additional information in the future.

FDLE Investigation
Terri Coole of the Orlando Sentinel entered the meeting at approximately 6:45 and
asked for Council comments regarding the investigation. Mayor Pool stated that he
felt that the allegations would probably be unfounded. Terri Coole left the meeting at
7:00 p.m.
Clermont Commons Temporary Septic Tank (Continued)
Joe and Jane Zagame and Bob Shakar, representing Clermont Commons entered the
meeting. The temporary septic tank issue was thoroughly discussed with the Council.
Mayor Pool suggested that the profit and overhead and value of the equipment be
deducted from the $35,000 requested and that Mr. Zagame look at the other itemized
items and adjust those to actual cost and return to the Council a revised proposal that
would reflect out of pocket expenses for the job. The representatives of Clermont
Commons left the meeting at 8:15 p.m.
Aerial Bucket Truck
City Manager Saunders discussed the old aerial bucket truck. Only one bid was
received which was very low for the truck. City Manager Saunders had been
contacted by Don Dean of the Prison who requested a donation of the truck to the
Prison.
City Manager Saunders explained that the Prison does supply the City with workers
on a routine basis. The Council advised that this should be placed on a regular
agenda.

Proposed Florida Recreation Development Assistance Grant
City Manager Saunders reviewed the proposed grant for the Florida Recreation
development Assistance program. There were no changes proposed.
Meeting adjourned at 9:00 p.m.
