COUNCIL WORKSHOP MEETING
JULY 18, 1996
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
July 18, 1996 in the City Hall conference room. The meeting was called to order by
Mayor Pool at 6:00 p.m. with the following Council Members in attendance: Council
Member Cole, Council Member Norquist, Council Member Sargent, and Council
Member Dupee. Also present was Planning Director Harker, City Attorney Baird,
City Manager Saunders, and Bob Wade. Librarian Bonnie Ray, Mary Ogilvie, Bob
Jackson and Vicky Cook representing Cooper Memorial Library arrived at 7:15, and
Howard Stockton representing South Lake Council for the Arts and the South Lake
Chamber of Commerce arrived at 7:40.
Old Winn-Dixie Shopping Plaza Redevelopment
Mr. Wade discussed with the Council his proposed redevelopment of the shopping
center site which was the former location of the Winn-Dixie. He discussed possible
variances for parking and landscaping. After a review and discussion of the proposed
redevelopment, Mr. Wade left the meeting at approximately 7:15 p.m.
Cooper Memorial Library Budget
Vicky Cook provided the Council with a review of the activities of Cooper Memorial
Library and their proposed budget for the new year. Also discussed was the
continuing problem with the leaking roof. Mayor Pool stated that the Council would
be continuing discussions regarding the budget. He stated he and the Council
appreciated the good job the Library continues to do for the community. Library
representatives left the meeting at 7:40 p.m.
South Lake Council for the Arts and South Lake Chamber of Commerce
Howard Stockton reviewed with the Council the proposed budget for the South Lake
Council for the Arts. He then discussed the proposed budget for the South Lake
Chamber of Commerce for fiscal year 1997. Mr. Stockton left at 8:00 p.m.

Osceola SWeet Project
The Council discussed the Osceola Street project between West Avenue and 8th
Street. It was the consensus that a sidewalk should be constructed along the south and
that the property owner assessments should not include the parallel parking or the
sidewalks.
Clermont Waterfront Park, Phase 2
The Council discussed proposed grants for Phase 2 of the Waterfront Park and it was
the consensus that $200,000 should be budgeted with $100,000 anticipated as a grant
from DEP.
Police Department New Zone
The new zone that will need to be created for the Police Department in the near
future, possibly in the next fiscal year was discussed.
Water Rate and Impact Fee Schedules
Council discussed the water rate and impact fee schedules and the utility fund
proposed budgets. The proposed pay scale adjustments for the new year were
reviewed and no changes were proposed.
Waterfront Park
City Manager Saunders informed the Council that there was a problem with the slab
that was poured for the new Pavilion at the Waterfront Park. He explained that the
contractor did not finish the slab properly and was proposing to pour 4" of concrete
on top of the existing slab. There were no objections to this.

Chlorine Indicators
City Manager Saunders discussed the need for chlorine indicators at our well sites
with the Council. There were no objections to this installation.
Center Lake Globe Replacements
City Manager Saunders then discussed the replacement of the globes on the decorative
lighting around Center Lake and it was the consensus to choose the style presented at
the meeting.
Operations Building Temporary Septic Tank
City Manager Saunders explained to the Council that we are proposing to install a
temporary septic tank for our operations building being constructed at the new sewage
treatment plant. Until such time as the system is enlarged and the permanent facility
is complete, it would be very expensive to hook this building into the new system.
There were no objections to this temporary installation.
Meeting adjourned at 9:35 p.m.
