07-10-1996 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 10, 1996 A Workshop Meeting of the City Council of the City of Clermont was held Monday, July 10, 1996 in the City Hall meeting room. The meeting was called to order by Mayor Pool at 6:00 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Sargent, and Council Member Dupee. Also present was City Manager Saunders and Finance Director Van Zile. Chief Tyndal's Retirement Celebration City Manager Saunders discussed the ideas for Chief Tyndal's retirement party. He indicated that the proposed date was August 23. Catering the event and the use of Jenkins Auditorium was discussed. The Council directed City Manager Saunders to move ahead with the plans. Chief Tyndal's Retirement Gift An appropriate retirement gift for Chief Tyndal was discussed. After discussion, City Manager Saunders suggested they consider giving him his police cruiser. City Council was in agreement that this would be a good idea and requested that he contact City Attorney Baird how this should be accomplished. New Police Chief Selection City Manager Saunders discussed his ideas regarding the selection for a new police chief. The Charter does place the responsibility for final selection with the City Manager, however, he felt that the selection of a police chief should include Council and citizen input. He explained the assessment center concept of review and City Council agreed that this would probably be a good process to use. He explained that he would talk with the Council later regarding definite plans for selection. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 10, 1996 Page 2 Ad Valorem Tax Incentive City Manager Saunders explained the procedure for placing the Ad Valorem Tax Incentive on the ballot and the Council agreed we should move ahead and place it on the November 5 ballot. Kings Ridge Garbage Pickup City Manager Saunders discussed the possibility of contracting with a private hauler for the garbage collection from the Kings Ridge development. He explained that South Lake Refuse would be willing to collect this garbage since they already collected in the area. Since there are only a few homes at this time, it is very expensive for the City to make the collection at this time. The Council directed City Manager Saunders to contact Kings Ridge and discuss the proposal with them to see if they had any problem with a private hauler on an interim basis. Fire Department Auxiliary City Manager Saunders explained that the Fire Department Auxiliary is a privately formed group who raise funds for the volunteer fire department. The organization is completely independent from the City. 1996-97 Budget Review The review of the proposed 1996-97 budget was continued. Each Council Member was given a copy of the proposed capital outlay which was reviewed in its entirety by Finance Director Van Zile and City Manager Saunders. Any comments or changes were noted by Finance Director Van Zile on the draft. Individual fund summaries were presented and reviewed. They explained to the Council that a final document would be presented for adoption. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 10, 1996 Page 3 Water Rate Study City Manager Saunders discussed the possibility of conducting a water rate study. After discussion, it was the consensus to get prices for this type of a study. Donation Requests City Manager Saunders discussed with the Council several requests from outside organizations for contributions from the City which include Childhood Development Services, South Lake High School Renaissance Program, and the Athletic Boosters. The City Council agreed no funding should be provided through tax dollars for these services. The Council was informed that $1,000 has been included in the current budget for Lake Community Action Agency with a restriction that the money could only be used in the Clermont Head Start Program. Department Head Salaries for 1997 City Manager Saunders distributed to the Council a list of Department Heads' current salaries and proposed salaries for 1997. Following discussion, Finance Director Van Zile noted the proposed changes as discussed by the Council and indicated this would be included in the final budget.
