05-21-1996 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING MAY 21, 1996 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, May 21, 1996 in the City Hall meeting room. The meeting was called to order by Mayor Pool at 6:20 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Sargent, and Council Member Dupee. Also present was City Manager Saunders, Fire Chief Bishop, and Asst. Fire Chief Anderson. Dave Missigman arrived approximately 7:00 p.m. and Shannon Elswick arrived approximately 7:30 p.m. Fire Truck Bid Review City Manager Saunders explained that he had asked Chief Bishop and Asst. Chief Anderson to be present at the meeting to present the bid recap for the purchase of a new fire truck. Chief Bishop presented the summary of the bids and also discussed two options that he recommended which include air pack seats for $1,700 and a larger pump which would be an additional $4,782. The City Council discussed the bids as well as the options and stated that a decision would be made at the next Council meeting regarding the bid award and the requested options. Fire Department Grant Chief Bishop then presented the Council with some information regarding a possible grant for a new fire station and explained he would keep the Council informed. Also discussed were several possible locations for a new fire station. Fire Department Concern of New Hospital Height Chief Bishop expressed his concern of the proposed height of the new hospital and recommended that a condition of approval for the project be that the hospital would fund the cost of adding the necessary equipment to the next fire truck to be purchased that would provide fire fighting capabilities to that height. Chief Bishop left approximately 7:05 p.m. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING MAY 21, 1996 Page 2 Old City Garage Property Marina Proposal City Manager Saunders reviewed with the Council a proposal by Dave Missigman regarding the use of the old City garage property for a marina. Council agreed that a site plan should be provided to show a layout of what was proposed. There was no opposition to the idea and the Council agreed to discuss this at a later date. Dave Missigman left the meeting approximately 7:40 p.m. New Hospital Proposed Layout Shannon Elswick, Administrator of South Lake Hospital entered the meeting at approximately 7:30 p.m. and discussed with the Council the proposed hospital layout. He explained that one variance would probably be needed regarding the proposed 60' height of the building. After discussion, Mr. Elswick left the meeting at approximately 8:30 p.m. Skateboard Ordinance The Council next discussed a proposed amendment to our ordinance regarding skateboards. After discussion, it was the consensus to eliminate the prohibition of skateboards from City parks. City Manager Saunders explained that we would present an Ordinance to the Council for adoption at a future meeting. Rails to Trails Budget Cuts City Manager Saunders discussed with the Council a recent meeting he had with Department of Transportation regarding the Rails to Trails project. Because of the cost estimates that have been received, it is necessary to delete some of the items within the project. After discussion, it was the consensus to delete the downtown loop as well as the Highlander Hut restrooms. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING MAY 21, 1996 Page 3 Clermont Commons Septic Tank Change City Manager Saunders discussed the septic tank system that has been installed by Joe Zagame at Clermont Commons Industrial Park. He explained that an initial cost estimate of $10,000 was given to the City for the cost of the septic tank system and that we agreed to allow up to $10,000 of sewer impact fee credits to Mr. Zagame since sewer would not be readily available. Mr. Zagame proceeded with installation of a septic system and subsequently issued a bill of approximately $35,000 to the City for the septic system explaining that a different type of system was required other than what had been already discussed. City Manager Saunders explained that the City had not been notified of any change and had not approved any revised plan for the septic system. Alternative methods would have been investigated if we had been notified of a cost of $35,000. City Manager Saunders explained that we would probably schedule another workshop to discuss this issue with Mr. Zagame. Meeting adjourned at 8:55 p.m. Attest: ~seph E. Va~ile, (~ity Clerk
