SPECIAL COUNCIL MEETING
MAY 9, 1996
A special meeting of the City Council of the City of Clermont was held Thursday,
May 9, 1996 in the Council Chambers at the Police Department. The meeting was
called to order at 6:00 p.m. by Mayor Pool with the following Council Members
present: Council Member Cole, and Council Member Norquist (Council Member
Dupee arrived at 6:15 p.m.). Also present was City Manager Saunders and City
Attorney Baird.
MISC, BUSINESS
Chief Tyndal Retirement
City Manager Saunders explained to the Council that earlier in the day Chief Tyndal
had submitted his letter setting a retirement date of August 31 of this year. Mayor
Pool stated that in an upcoming workshop, he would like to discuss an appropriate
recognition event for the Chiefs retirement.
OLD BUSINESS
Clermont Waterfront Park Restroom and Pavilion Bid
City Manager Saunders stated that the main purpose for the Special Meeting was to
discuss the contract for the Waterfront Park pavilion and restrooms. He reviewed that
the bid had been awarded to Roger Williams Construction and that we had obtained
the required bonds and other documents from Mr. Williams, but that Lake County
refused to issue a permit to him because he does not have the correct license for this
project. He explained that City Attorney Baird and he had discussed how to proceed
with the project and they recommend to reject Mr. Williams' bid since he cannot enter
into a contract, and to reject all other bids since they were all considerably higher than
the estimate and budget for the project. They also recommend to approve and direct
the City Manager and City Attorney Baird to proceed with negotiations with a local
licensed contractor for the construction of the building and to bring this back to the
Council for final approval.
Council Member Dupee arrived at approximately 6:15 p.m. at which time she was
brought up to date on the discussions regarding the project.

A motion was made by Council Member Cole, seconded by Council
Member Norquist. and carried unanimously to reject Roger Williams
Construction bid and to reject all other bids and to authori::e Ci~_
Attorney_ Baird and Ci~_ Manager Saunders to negotiate with a licensed
contractor or contractors for the project.
NEW BUSINESS
May 25 Street Closing of DeSoto Street
A request from the residents of DeSoto Street between East Avenue and 2nd Street to
close this section for a neighborhood party was discussed. There was no objection
from the City Council to allow the closing of the street on the afternoon of May 25.
There being no further discussion, the meeting adjourned at 6:26 p.m.
