02-21-1996 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 21, 1996 A Workshop Meeting of the City Council of the City of Clermont was held Wednesday, February 21, 1996 in the City Hall meeting room. The meeting was called to order by Mayor Pool at 5:30 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Sargent, and Council Member Dupee. Also present was City Manager Saunders. City Manager Saunders stated that the main purpose of the meeting was to review the architectural plans for the Waterfront Park buildings in an effort to reduce the cost of the facilities, but first there were some miscellaneous items to discuss. Bond Anticipation Note City Manager Saunders provided each member with an updated handout showing the new bond anticipation note calculations and rates that are anticipated. Labor Day Festivities Council Member Dupee requested that the City Attorney look at the possibility of allowing bingo at the Labor Day festivities at Lake Minneola. Sewer Rate Ordinance City Manager Saunders explained that they had discovered that the new sewer ordinance does not address manufacturing facilities on an equitable basis. They have found with Bell Ceramics that the majority of the water that enters the building is not put into the sewer system. Therefore, by charging them under the new structure on which the sewer rate is based on water usage, it is an unfair overcharge. City Manager Saunders recommended that manufacturing facilities be looked at on an individual basis. He will present a new ordinance to the Council. No objections were made to the new ordinance. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 21, 1996 Page 2 Garbage Can Purchase City Manager Saunders explained that we would soon be providing garbage service to the Lennar project and we are getting low on garbage containers. He would like to order the same cans from the original supplier. There was no opposition to continue to purchase these cans from the original supplier. Irrigation Water Agreement with Lennar Homes The City's original agreement with Lennar Homes setting a per thousand gallon charge for irrigation water was with the understanding that we would not have enough re-use water for the golf course available initially and we would need to supplement their use with potable water. The plant that we are now constructing will not have any re-use water available until the plant is expanded. Therefore, all of the irrigation water at this time will be from our well system. However, our agreement still provided for the per thousand gallon charge. City Manager Saunders felt it was important for the Council to understand that initially we would be irrigating with well water rather than re-use water. He further explained that the agreement provided for a flat rate to be established by the Council for each residential unit with the idea that in time all of this water would be re-use water from our plant. We are in the same position initially with the first phase of our plant in that this water will also be well water until the plant is expanded for re-use. An ordinance, will be presented to the Council proposing a rate for the irrigation water at an upcoming meeting. Fire Truck Purchase City Manager Saunders reviewed with the Council the situation with our bids for a new fire truck and explained that we have $80,000 budgeted and that our estimate for the truck as specified is $93,000. He asked if any Council Members had a problem with considering a budget amendment if the bid came in over the original budget. There was no opposition with moving ahead with the original bid. He also stated they were looking at two used tracks as a possibility and he will keep the Council informed. Council members agreed to several changes that should be made to the plans in order to save money on the project and directed him to relay these changes to the architect.
