SPECIAL COUNCIL MEETING
JANUARY.30, 1996
A special meeting of the City Council of the City of Clermont was held Tuesday,
January 30, 1996 in the Conference Room at Clermont City Hall. The meeting was
called to order at 6:00 p.m. by Mayor Pool with the following Council Members
present: Council Member Cole, Council Member Dupee, Council Member Sargent,
and Council Member Norquist. Also present was City Manager Saunders and Dan
O'Keefe of O'Keefe Construction.
NEW BUSINESS
Introduction of Ordinance 301-M
City Manager Saunders explained that this ordinance will approve the amendment to
the Comprehensive Plan that was previously submitted to the Department of
Community Affairs.

A motion was made by Council Member Sargent and seconded by
Council Member Cole to introduce Ordinance 301-M.
Bid Awards
Clermont Waterfront Park:
Each City Council Member was given a bid tabulation sheet which included bids from
two construction companies. City Manager Saunders explained to the Council that the
architect's estimate for the project was $200,000 and the low bid was $349,000,
therefore, he recommended rejection of all bids.
Mr. O'Keefe requested to address the Council regarding the bid. He explained that he
would like to have the opportunity to work with the City and since his company was
the low bidder he would like the Council to award him the bid and he would work
with the City to find ways to decrease the cost.
After considerable discussion each Council Member indicated that they felt it was in
the best interest of the City to reject the bids and revise the plans and specifications
for re-bidding. Mr. O'Keefe left the meeting at approximately 6:45 p.m.

.4 motion was made by Council Member Cole, seconded by Council
Member Sargent, and carried unanimously to reject all bids for the
Clermont Waterfront Park.
Elevated Tank:
Each Council Member was provided with a bid tabulation sheet indicating the four
bidders. City Manager Saunders explained that the project was bid with two different
heights on the tank, one being the minimum of 117' needed by the City with an
alternate to build a 140' tank that would give the hospital the pressure they indicated
they would need for the third floor of the new hospital which would eliminate the
need for the installation of booster pumps at the hospital.
City Manager Saunders indicated he received a call from the Hospital regarding their
decision to pay the difference for the additional height. The low bid for the 140' tank
is from Caldwell Tanks for $572,000 which is the spheroid style tank.

After discussion, a motion was made by Council Member Sargent,
seconded by. Council Member Dupee, and carried unanimously to award
the bid for he 140' spheroid s~_ le tank to Caldwell Tanks for $572,000.
Jenkins Auditorium Kitchen Use Request
City Manager Saunders explained that a local catering service, Party Crackers, has
requested additional use of Jenkins Auditorium which would include the installation of
a freezer and utilization of storage space for the operation of their business.
After discussion, it was felt that we should not allow a business to operate from the
Jenkins Auditorium kitchen and that the kitchen should continue to be utilized for the
purposes that it has in the past.

Bell Ceramic Agreement
City Manager Saunders stated that Mr. Bell has been out of town and he asked to
table the agreement until the next City Council meeting.

A motion was made by Council Member Cole, seconded by Council
Member Dupee, and carried unanimously to table the Bell Ceramic
agreement until the Februa~_ 13. 1996 meeting.
MISC. BUSINESS
March 26 Council Meeting Rescheduled
Mayor Pool asked if there was any other business. City Manager Saunders stated that
this year's League of Cities/Lake Sentinel Community Awards Banquet is scheduled
for Tuesday, March 26 which is a regular Council Meeting night.

After discussion, a motion was made by Council Member Dupee,
seconded by Council Member Sargent, and carried unanimously to re-
schedule the regular March 26 Council meeting to March 25, 1996.
Dole-Citrus Property Purchase
City Manager Saunders informed the Council that he received a letter from Dole-
Citrus rejecting the offer made several months ago for the Blue Goose property.
After discussion the Council directed City Manager Saunders to make an offer of
$265,000 subject to environmental releases by the Dept. of Environmental Protection.
Disposal of old Bucket Truck
City Manager Saunders explained that Lake Correctional was interested in the old
bucket truck that was declared surplus property. He stated that Lake Correctional is
proposing to provide manpower in the future because they do not have a budget to
purchase the truck.

After discussion it was the consensus to advertise the truck for sale.
Open Air Sales Request by Mr. Poma
City Manager Saunders stated that Mr. Poma owns property on the southeast corner of
Grand Highway and Highway 50 and he has discussed with him the possibility of a
variance to allow an on-going open air sales permit for this area. He explained to Mr.
Poma that the Council adopted certain regulations, one of which required a distance of
at least one mile between open air sales permit locations and that under this criteria,
his property could not receive an open air sales permit. After discussion it was the
consensus that our regulation should be upheld and possibly strengthened.
There being no further discussion, the meeting adjourned at 7:45 p.m.
