COUNCIL WORKSHOP MEETING
JANUARY 16, 1996
A Workshop Meeting of the City Council of the City of Clermont was held Tuesday,
January 16, 1996 in the Council Chambers at the Police Department. The meeting
was called to order by Mayor Pool at 6:00 p.m. with the following Council Members
in attendance: Council Member Sargent, Council Member Cole and Council Member
Norquist, (Council Member Dupee arrived approximately 6:20 p.m.). Also present
was City Manager Saunders, Finance Director Van Zile and Mike Rocca and Darrell
Parker representing Hartman and Associates.
4-Way Stop Signs at intersection of Highland Avenue and Bloxam Drive
City Manager Saunders discussed the possibility of a 4-way stop sign for the
intersection of Highland Avenue and Bloxam Drive. There were no objections to this
change.
Minneola Avenue Sight Problem
A sight distance problem due to the parking on Minneola Avenue next to the Post
Office was discussed. City Manager Saunders stated he would look into the
elimination of some of the parking to increase the sight distance.
Council Member Dupee arrived at approximately 6:20 p.m.
Water Meter/Sewer Rate
City Manager Saunders stated Mr. Rocca and Mr. Parker of Hartman & Assoc. had
been asked to attend the meeting to address some of the complaints and the situation
surrounding the new sewer base rate which is based on meter size. Mr. Rocca pro-
vided the Council with a hand-out that stated what he felt were two options in dealing
with the main problem which is single-family residential homes that have meters
larger than the standard 5/8" which results in a significantly higher sewer base rate.
After discussion it was the consensus that any homes that currently have larger than
the 5/8" size meter be given a period of time to convert to the 5/8" size meter at no
cost and that if they do elect to convert to the 5/8" size meter, they will be refunded

the difference' between the 5/8" base rate and the higher base rate they may have paid
with the first month's billing.
It was also a consensus that once the specific time period of approximately 30 days
has past, that if someone desires to make a change, they will be charged the
established rate for the meter change-out.
Mr. Rocca and Mr. Parker left the meeting at approximately 7:00 p.m.
Rails to Trails Alignment
City Manager Saunders discussed the problems that GA1 Consultants are experiencing
with an alignment and design with the Rails to Trails segment that is proposed for
Minneola Avenue east of the trail head and 7th Street from Minneola to the main trail
along the lake. After discussion it was the consensus to eliminate this piece of the
downtown loop.
Worker's Compensation Claim
City Manager Saunders discussed a Worker's Compensation Insurance carder
recommendation to settle a Worker's Compensation claim with Terry Scott for $7,500
along with his resignation from the City. This will be paid by our insurance carder.
There was no opposition to this proposed settlement.
Emerald Lake Mobile Home Court Garbage Pickup
City Manager Saunders discussed with the Council a request by the new owners of
Emerald Lakes Mobile Home Park to allow them to go on a dumpster service rather
than City pickup. After discussion it was the consensus that they should remain on
the City's service since we do provide this for all other single-family residences within
the City.
