SPECIAL COUNCIL MEETING
SEPTEMBER 15, 1998
A regular meeting of the City Council of the City of Clermont was held Tuesday,
September 15, 1998 at the Highlander Hut. The meeting was called to order at 7:30 p.m.
by Mayor Pool with the following Council Members present: Council Member Council
Member Cole, and Council Member Brown. Other City officials present were City
Manager Saunders, Finance Director Van Zile, and Clerk Beasley. Council Member
Wolfe arrived approximately 7:35 p.m.
PUBLIC HEARING
RESOLUTION 1014 - MILLAGE RATE
Mayor Pool stated that Resolution 1014 would adopt the Ad Valorem millage rate of
2.979 which represents a 5.23% increase over the rolled-back rate. Mayor Pool read
Resolution No. 1014 in its entirety and opened the public hearing. No one asked to
speak and Mayor Pool closed the public hearing.

A motion was made by Council Member Cole, seconded by Council
Member Brown, and carried unanimously by roll call vote to adopt
Resolution No. 1014.
RESOLUTION NO. 1015 - GENERAL FUND BUDGET
Mayor Pool read Resolution No. 1015 by title only and opened the public hearing. No
one asked to speak and the Public Hearing was closed.

Member Cole, and carried unanimously by roll call vote to adopt
Resolution No. 1015.
RESOLUTION NO. 1016 - INFRASTRUCTURE FUND BUDGET
Mayor Pool read Resolution No. 1016 by title only and opened the public hearing.

Council Member Wolfe arrived at this time. He commented that he opposed Resolution
No. 1015 General Fund Budget because the payroll increase is 14% and there is less than
a 7% increase in revenues. The revenue budget is scheduled to increase by
approximately $200,000 and $300,000 is budgeted for personnel expenses. He felt the
payroll budget should stay within the increase in revenues.
No comments were received on Resolution No. 1016 and Mayor Pool closed the public
hearing.

Member Brown, and carried unanimously by roll call vote to adopt
Resolution No. 1016.
RESOLUTION NO. 1017 - 1989 SALES TAX BOND FUND BUDGET
Mayor Pool read Resolution No. 1017 by title only and opened the public hearing. A
question was asked from the audience regarding the meaning of "sales tax bond." Mayor
Pool stated that a seven cent sales tax was approved by the public and the City bonded
the revenue source for immediate access of the money. He stated the new Police
Department, the Palatlakaha Recreation Area and the Public Works Department was built
with those funds. He stated the sales tax ends in 2002.

Mayor Pool read Resolution No. 1018 by title only and opened the public hearing. No
one asked to speak and Mayor Pool closed the public hearing.

Resolution No. 1018.
RESOLUTION NO. 1019 - SEWER FUND BUDGET
Mayor Pool read Resolution No. 1019 by title only and opened the public hearing. A
question from the audience was asked about expansion. Mayor Pool stated that capital
improvements are included in the fund. No further questions were asked and Mayor
Pool closed the public hearing.

Mayor Pool read Resolution 1020 by title only and op6ned the public hearing. No
comments were made and Mayor Pool closed the public hearing.

RESOLUTION NO. 1023 - CEMETERY PERPETUAL CARE FUND BUDGET
Mayor Pool read Resolution No. 1023 by title only and opened the public hearing. No
one asked to speak and Mayor Pool closed the public hearing.

A motion was made by Council Member Cole, seconded bY Council
Member Wolfe, and carried unanimously by roll call vote to adopt
Resolution No. 1023.
Council Member Wolfe stated that he received a phone call from a citizen reporting that
a city employee had stated he (Council Member Wolfe) had stated that City employees
were overpaid. Council Member Wolfe denied this, but stated that he objected to the
increase in personnel expense of $300,000 which is more than the increase in revenues
of $200,000. He confronted the City employee who admitted he made that statement.
The employee listened to the Council meeting tape and found he had misquoted him, and
did call to apologize.

Mayor Pool explained that this was probably his last official meeting because of many
commitments in the County Commissioners race. Council Members congratulated
Mayor Pool and thanked him for his many years of service. City Manager Saunders
stated that an official reception will be held at 5:30 p.m. prior to the October 27, 1998
Council Meeting at Jenkins Auditorium. Mayor Pool explained that his resignation is
effective November 2, however, he will not be able to attend the October regular
meetings.
There being no further business or discussion, the meeting adjourned at 7:50 p.m.
