08-06-1998 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING August 6, 1998 A Workshop Meeting of the City Council of the City of Clermont was held Thursday, August 6, 1998 at the Police Department The meeting was called to order by Mayor Pool at 7:30 p.m. with the following Council Members in attendance: Council Member Norquist, Council Member Cole, Council Member Wolfe, and Council Member Brown. Also present was City Manager Saunders, and Finance Director Van Zile. Hills of Clermont Subdivision City Manager Saunders explained that Bob Mandell and Hamp Conley were present to discuss a proposed subdivision called the Hills of Clermont. Bob Mandell gave an overview of the proposed subdivision and their need for setback variances to allow 20' from or rear setbacks. Council Member Norquist pointed out that this is a gated, private community and the Council has considered this in the past when looking at this type of request. Mr. Mandell explained that the topography of the site is such that they need the ability to shift the houses. Council Member Wolfe suggested the possibility of a Planned Unit Development. After considerable discussion, it was the consensus that a PUD was the best solution for this request. South Lake Center City Manager Saunders introduced attorney Cecelia Bonifay who was representing a project called South Lake Center. Miss Bonifay introduced Bob Rease who made a presentation to the Council of the proposed project. Planning Director Harker discussed with the Council the traffic issues and explained that the possibility of a mixed use on the site between commercial and professional office would probably be approved by DCA. He further explained that this would require a Comprehensive Plan Amendment. It was the consensus after discussion that the mixed use concept would be the best method for dealing with this proposed development. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING August 6, 1998 Page 2 Water Bill[ Complaint Mayor Pool recognized Mr. Buck Crews who discussed his concern of what he considered a high water bill. City Manager Saunders explained that a Water Department person would visit Mr. Crews' home and check for leaks. Casto Development City Manager Saunders introduced Brett Hutchins of the Don Casto organization. He explained that the Casto organization is proposing a development at the northwest quadrant of the intersection at S.R. 50 and East Jacks Lake Road. Rick McCoy, an engineer representing the company made a presentation along with Mike Holbrook, a planner working for the Casto organization. The overall concept of the residential and professional office and commercial area were discussed. Comments from the Council were positive for the proposed plan. Langley Property Development City Manager Saunders introduced Kevin Hawkins to the Council. Mr. Hawkins purchased the Langley property north and south of Grand Highway, east of East Avenue. Also present was Sam Hamilton. They explained to the Council the proposal for a multi-family apartment complex on the north side of Grand Highway and townhouses on the parcel south of Grand Highway adjacent to the school. He explained the previous approvals in the Comprehensive Plan for density and explained their proposed development falls within those density requirements. City Council members provided positive comments about the project. Minneola. Joint Meeting The possibility of a joint meeting with the City of Minneola was discussed. Council Members agreed that either the following Monday or Wednesday at 6:00 p.m. would be acceptable dates. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING August 6, 1998 Page 3 Drug Screen Plan Revision A request by Finance Director Van Zile to place a drag screen out to bid was discussed. There was no opposition to this request. Bond Anticipation Note City Manager Saunders explained that the City previously used PFM Consulting and are planning to continue discussions with them regarding the conversion of the bond anticipation note. No opposition was expressed to continue discussions with PFM. Architect Short List City Manager Saunders explained that the City has received statements of qualifications from several architects for the City Hall/Fire Station/Kehler Park facilities amd suggested that staff engineer Tamara Richardson, Fire Chief Carle Bishop, Finance Director Van Zile and City Manager Saunders review the statements and provide the Council with at least three qualified architects for review as outlined in the Consultant's Competitive Negotiation Act. It was the consensus to move ahead. Budget Finalization Council Members were asked if they had any other changes or additions to the proposed budget document as Finance Director Van Zile is preparing to finalize the document subject to the previous workshops.
