07-27-1998 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING July 27, 1998 A Workshqp Meeting of the City Council of the City of Clermont was held Monday, July 27, 1998 at the Police Department The meeting was called to order by Mayor Pro Tem Norquist at 6:30 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Wolfe, and Council Member Brown. Also present was City Manager Saunders, and Finance Director Van Zile. Mayor Pool arrived at 6:40 p.m. Sanitary Sewer and Sanitation Fund Budgets Council Members continued their review of the proposed budget starting with the sanitary sewer section. Following discussion, Council Members moved on to the sanitation fund. Mayor Pool arrived at this time. City Manager Saunders stated that a significant amount of reserves are budgeted in order to balance the Sanitation Fund this year and a complete analysis of this service and this fund should be done in the next fiscal year. Fire Department Budget Council Members continued discussion of the other sections of the budget document The Fire Department was again discussed with the same consensus as the last meeting which was to fund a chief for a 9 month period, $5,000 for a fire consultant, with the idea of funding the full-time fire fighters in October, 1999 included in the proposed budget. Finance Director Van Zile explained this would eliminate the need to increase the ad valorem rate. Computer Equipment The desire to order the computer equipment during this fiscal year in order to receive the equipment as early as possible in the new budget year was discussed. Council Members did not have any opposition to this and City Manager Saunders explained this would come to the Council at a regular meeting and that billing would not be made until the new fiscal year. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING July 27, 1998 Page 2 Bond Anticipation Note Finance Director Van Zile and City Manager Saunders discussed the bond anticipation note and the need to convert that to a revenue bond when we expand the sewer plant. They also explained that their may be a way of including funding for a new fire station and new City Hall in this bond issue. They will be bringing information regarding this possibility to the Council as soon as possible. Cooper Memorial Library Bob Jackson was present representing Cooper Memorial Library with their request for the upcoming budget year. Finance Director Van Zile stated that the request was included in the proposed budget document. Council Member Wolfe asked to look at the possibility of included the Library employees in our major medical policy. Outside Agency Funding The reques't for funding outside agencies was discussed. It was the consensus of the Council to include $1,000 for Lake Community Action Agency with the funding to be designated for the Clermont Head Start program. Jenkins Auditorium and Highlander Hut Tables and Chairs City Manager Saunders informed the Council that there were two items that he would like included that were not part of the proposed documents. He explained he needed to add additional tables and chairs for Jenkins Auditorium and the Highlander Hut and requested $2,000 for each facility. It was the consensus to include $2,000 each. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING July 27, 1998 Page 3 Personal Services and Revenues Finance Director Van Zile provided each Council Member with a document comparing percentage ,of expenditures to revenues that had been discussed at a previous workshop. Council Member Wolfe again expressed his concern of the percent of personal services cost as it related to revenues. Ad Valorem Hearings City Manager Saunders explained that the first budget hearing for the Ad Valorem rate which is proposed for 2.979 is September 3 and the second hearing is September 15. Another workshop meeting was tentatively scheduled for August 6. Jahna Easement City Manager Saunders discussed a proposed utility easement leading from Johns Lake Road to Johns Lake Estates through the Jahna property. He explained that Jahna is requesting a. reservation of 150 ERU's for water in return for the easement. There was no opposition to this arrangement. Salary and Wage Schedule Mayor Pool briefly discussed the City's salary and wage schedule, asking how employees were treated that have topped out on their wage scales. City Manager Saunders explained the policy that is in effect that provides for a merit bonus for those employees. He explained that this was discussed at a previous budget workshop.
