COUNCIL WORKSHOP MEETING
June 4, 1998
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
June 4, 1998 at the Police Department Council Chambers. The meeting was called to
order by Mayor Pool at 6:00 p.m. with the following Council Members in attendance:
Council Member Cole, Council Member Norquist, Council Member Wolfe, and
Council Member Brown. Also present was City Manager Saunders and Planning
Director Harker.
Grand Highway Property Development
Mayor Pool turned the meeting over to City Manager Saunders who then introduced
Kevin Hawkins. Mr. Hawkins stated he recently purchased Gene Langley's property
located east of East Avenue and north and south of Grand Highway. Mr. Hawkins
explained his conceptual ideas for the development of the property which will be in
three sections. He also discussed the possibility of increasing density on the property
adjacent to the middle school since he is proposing a much lower density that is now
allowed for the property located north of Grand Highway. City Manager Saunders
explained that a Comp Plan Amendment would probably be needed for a shif[ in the
densities. Mr. Hawkins stated he would continue to work on the plans and thanked the
Council and staff for their time.
Jenkins Mural
Mayor Pool introduced Janice Gwyn who discussed the possibility of several murals
being painted on buildings in the community. She also discussed with the Council and
recommended that the mural on Jenkins Auditorium be redone as soon as possible.
She presented an example of what she would propose to do on the Jenkins Auditorium
mural. She also presented the Lake Placid Mural Society's project and asked that the
City Council consider a similar project for Clermont.

Staff was directed to place the Jenkins Auditorium mural project on a future City
Council agenda. City Manager Saunders stated we would need to clarify certain items
on our sign ordinance in order to accommodate plans for murals on other buildings.
The Council expressed their support for this type of a project.
Anderson Street Extension
The extension of Anderson Street adjacent to the Credit Union building was discussed.
City Manager Saunders explained that the original Conditional Use Permit for the
apartments located to the east required payment of half of the construction cost when
that road was built. He further explained that City Attorney Baird recommended that
the City reimburse the Credit Union at this time and bill the apartment owners for their
share of the cost. There was no opposition from the Council to proceed in this manner'.
Waterfront Park
Council Member Wolfe then discussed the Waterfront Park with regard to whether or
not there was a maximum number allowed in a designated swim area. City Manager
Saunders stated he was not aware of any restrictions for the beach, but would review it.
Wakeboard Competition
City Manager Saunders discussed the possibility of a wakeboard tournament on Lake
Minneola. After discussion, it was the consensus that additional information would be
needed and it should be placed on an agenda if it is to be pursued.

Downtown Parking
Additional two-hour parking has been requested on Montrose Street between 8 th Street
and West Avenue as well as on West Avenue south of Montrose Street. There was no
opposition to this two-hour parking.
Postal Facility
Willie Montgomery, postmaster, was present and discussed with the Council the
potential future locations for a new post office. After considerable discussion, it was
the consensus of the Council that we should request that the existing post office be
retained as a retail postal site and that a new full-service post office be constructed at a
central location. City Manager Saunders stated that we would place this on a future
agenda for formal action by the Council.
Jenkins Kitchen Air Conditioner
The lack of air conditioning at Jenkins Auditorium kitchen was discussed. City
Manager Saunders explained that he had looked at different alternatives and
recommended that a large window unit be installed at a cost of $600-700. There was
no opposition to this project.
Lincoln Park Lighting
The potential cost of lighting the multi-purpose field at Lincoln Park was discussed.
He explained that there is a current bid of approximately $23,000 for the lighting of the
softball area which we could take advantage of which would give some lighting for the
remainder of the field that will be used for soccer practice or other open field sports.

It was the consensus to go ahead with the softball field lighting at this time and the
multi-purpose field at a later date. City Manager Saunders explained that Musko
Lighting was chosen before and we should chose it again to be consistent. We could
take advantage of an existing bid.
Employee Leave
City Manager Saunders discussed an employee situation where Randy Amerson, a
long-time employee will need to take his daughter out of state on at least two occasions
this year for reconstructive ear surgery. He would like to approve additional family
sick leave time for Mr. Amerson if there were no objections. He explained that an
employee committee is reviewing personnel policy and one of their recommendations
will be that leave policy be available for family sick leave. No objections were made
to the use of sick leave being used for family sick leave for Mr. Amerson since he has
adequate sick leave accumulated.
Budget Vision Workshop
The Council scheduled a Budget Vision Workshop for June 15 at 6:00 p.m. at the
Police Department community room. City Manager Saunders indicated he would have
the Department Heads present and the purpose would be to gather input from the
Council in regard to the direction for each department.
Lincoln Park Playground Equipment
The playground equipment that has been chosen by the Park and Recreation
Committee for Lincoln Park was discussed. City Manager Saunders presented pictures
of the equipment and explained that it could be ordered offthe State's contract. It was
the consensus that we should go ahead with the order of the equipment.

Soccer Field Complaints
Mayor Pool asked City Manager Saunders to look into a complaint he received
regarding parking on the right-of-way and the location of a portable toilet on Hampton
and Highland Avenue.
The meeting adjoumed at 8:30 p.m.
