REGULAR COUNCIL MEETING
MARCH 10, 1998
A regular meeting of the City Council of the City of Clermont was held Tuesday,
March 10, 1998 in the Council Chambers at the Police Department. The meeting was
called to order at 7:30 p.m. by Mayor Pool with the following Council Members
present: Council Member Cole, Council Member Wolfe, Council Member Brown, and
Council Member Norquist. Other City officials present were City Manager Saunders,
Finance Director Van Zfle, Planning Director Harker and Clerk Beasley.
INVOCATION
The Invocation was offered by Council Member Norquist followed by the repeating of
The Pledge of Allegiance to the Flag by all present.
MINUTES
The minutes of the regular Council Meeting held February 24, 1998 were approved as
presented.
CITY MANAGER SAUNDERS' REPORT
7t~ Annual Springfest
City Manager Saunders stated the Downtown Clermont Parmership has requested
approval of the 7th Annual Springfest to be held Saturday, April 4. The request
includes the same events as in the past. They also request a street closing on Montrose
Street from West Avenue east to as far as Lake Avenue, depending on how many
booths, etc. that they have. The intersections at 7th and 8t~ Streets would be closed.

A motion was made by Council Member Cole, seconded by Council
Member Wolfe and carried unanimously to approve the 7h Annual
Springfest on April 4 in downtown Clermont and a street closing on
Montrose Street from West Avenue to Lake Avenue.

Florida Power Easement Request
City Manager Saunders stated that Florida Power is preparing to extend the power lines
across East Jacks Lake Road and North Ridge Boulevard and they need a couple of
easements on water retention areas to put guy wires for poles.

A motion was made by Council Member Brown, seconded by Council
Member Cole. and carried unanimously to grant easements requested by
Florida Power on East Jacks Lake Road and North Ridge Boulevard,
Council Workshop
Council Members agreed to schedule a Workshop for Tuesday, March 17 at 6:30 p.m.
to review a request by Fred Sommer and review the recodification.
COUNCIL MEMBER BROWN'S REPORT
Council Member Brown stated that many citizens are concerned about the water level
in Center Lake and pumping will start tomorrow. City Manager Saunders stated an
amended permit from St. Johns should be received tomorrow for the pumping.
COUNCIL MEMBER WOLFE'S REPORT
Council Member Wolfe reported he attended the Lincoln Park Task Force meeting on
March 4. The committee discussed enforcement and drug problems in the area and at
least four members of the Police Department were there who answered many questions.
The preliminary plan for the Lincoln Park Recreation Area was also reviewed and they
approved the concept of the plan. Monthly meetings will be held on the first
Wednesday of each month with the next meeting being April 1 and they plan to discuss
the Neighborhood Watch Program. Notices of the meetings will be taken to the
churches.

VISITORS WITH BUSINESS
ACE Program - History Mural
Evelyn Robinson, coordinator of the ACE program and South Lake High School
student Shefla Adams presented a conceptual sketch to be used for their mural to be
painted on the Hughes Supply Building. The communities of Clermont and Groveland
and surrounding areas will be depicted on the mural as well as the Citrus Tower and
several of the noteworthy residents. Council Members applauded the students for their
work.

A motion was made by Council Member Cole, seconded by Council
Member Brown. and carried unanimously to approve the conceptt_ta!
sketch of the mural to be painted on the Hughes Supply Building.
Wakeboard Tournament
City Manager Saunders stated that P.J. Marks who operates the local Wakeboard
Camp, is requesting use of the Waterfront Park for Wakeboard Magazine's second
annual Team Challenge Wakeboard contest.
P.J. Marks stated that Wakeboard Magazine has requested to hold a tournament from
the Clermont Waterfront Park on March 23, 24 and 25. They held the same type of
tournament from Hobo's last year. Wakeboard Magazine has the appropriate insurance
to hold the tournament. City Manager Saunders recommended that buoys be placed
about 100' from the swim area.

A motion was made by Council Member Cole, seconded by Council
Member Norquist, and carried unanimously to approve the Wakeboard
Contest at the Waterfront Park on March 23, 24 and 25.

Dura-Craft Homes - Variance Request
Mayor Pool stated that the applicant is requesting a variance to allow a temporary sales
office for a subdivision being built at the intersection of East Jacks Lake Road and
North Ridge Boulevard. Mayor Pool stated that a Quasi-Judicial hearing is required for
this request, and that anyone wishing to speak in favor of or in opposition to the request
should be sworn in. City Clerk Van Zile swore in Jerry Buffer, 4133 Tower, Orlando.
Jerry Buffer requested they be allowed to place a temporary sales office in the Sunset
Village subdivision until a model is completed which will be between 90 and 120 days.
Once a model is completed, the temporary office will be removed.
City Manager Saunders stated that staff recommends approval of the request. The issue
of a temporary sales trailer is one of the items that will be discussed in our Land
Development Regulation revision to be made later this year. Mayor Pool closed the
public hearing.

A motion was made by Council Member Brown, seconded by Council
Member Wolfe, and carried unanimously to grant a variance allowing the
temporal_ sales office at East Jacks Lake Road and North Ridge
Boulevard for the Sunset Village subdivision.
UNFINISHED BUSINESS
Final Reading of Ordinance 341-M
City Manager Saunders stated that this ordinance will grant a non-exclusive commercial
garbage franchise to DisposAll, Inc. for the purpose of collecting commercial garbage
within the City of Clermont. He. stated that this is the standard franchise agreement
that the City now has with several other commercial haulers. Mayor Pool read
Ordinance 341-M by title only and opened the public hearing.

Tom Daley stated he represented DisposAll, Inc. City Manager Saunders stated that
the staff recommends approval.

A motion was made by Council Member Cole, seconded by Council
Member Wolfe. and carried unanimously by roll call vote to adopt
Ordinance No. 341-M.
Final Reading of Ordinance 286-C
City Manager Saunders stated that Ordinance 286-C is the final reading and will amend
Ordinance 195-C regarding the City's contribution to the Def'med Contribution Pension
Plan as approved with our current year's budget from 7% to 8%. Mayor Pool read
Ordinance 286-C by title only and opened the public hearing. Finance Director Van
Zile stated that a survey of other City's contribution plans was made which showed an
average of between 8 and 9 percent. He recommended approval of Ordinance 286-C.

Ordinance 286-C.
NEW BUSINESS
Introduction of Ordinance 287-C
City Manager Saunders requested that Ordinance 287-C be deleted from the agenda so
that additional ref'mements may be made.
Introduction of Ordinance 342-M
Mayor Pool stated that Ordinance 342-M is for introduction only and will rezone
approximately 170 acres located northeast of the intersection of East Jacks Lake Road
and North Ridge Boulevard from R-R Rural Residential to R-1 Single Family

Residential. Mayor Pool read Ordinance 342-M by title only and stated the public
hearing will be held on March 24, 1998.

A motion was made by Council Member Cole, seconded by Council
Member Norquist and carried unanimously to introduce Ordinance 342-
M.
Introduction of Ordinance 343-M
Mayor Pool stated that Ordinance 343-M is for introduction only and will annex
approximately 10 acres located north of Highway 50 east of the northern extension of
Hancock Road. This is an enclave located on the property purchased by Lake Sumter
Community College. Mayor Pool read Ordinance 343-M by title only and stated the
public hearing will be held on March 24, 1998.
98-088 A motion was made by Council Member Cole, seconded by Council
Member Wolfe and carried unanimously to introduce Ordinance 343-M.
Introduction of Ordinance 344-M
Mayor Pool stated that Ordinance 344-M is for introduction only and will close a
portion of the Grand Highway right-of-way adjacent to the Clermont Church of the
Nazarene. This right-of-way was initially vacated by Lake County, however, to
completely clear the property it must also be closed by the City. The Church is
providing a new alignment for the rebuilding of this intersection. Mayor Pool read
Ordinance 344-M by title only and stated the public hearing will be held on March 24,
1998.

Introduction of Ordinance 345-M
Mayor Pool stated Ordinance 345-M will close a 30' platted right-of-way that runs
westerly from the northern extension of Hancock Road into the Lake Sumter
Community College property. Mayor Pool read Ordinance 345-M by title only and
stated the public hearing will be held on March 24, 1998.
98-090 A motion was made by Council Member Cole, seconded by Council
Member Wolfe, and carried unanimously to introduce Ordinance 345-M.
Plat Approval - Sutherland at Kings Ridge
City Manager Saunders stated that Sutherland is located in the Kings Ridge subdivision.
The plat has been reviewed and he recommended final plat approval.

A motion was made by Council Member Wolfe, seconded by Council
Member Cole, and carried unanimously to approve the final plat of
Sutherland at Kings Ridge.
Plat Approval - Wellington II at Kings Ridge
City Manager Saunders stated that Wellington II is located in the Kings Ridge
subdivision. The plat has been reviewed and he recommended final plat approval.

A motion was made by Council Member Cole, seconded by Council
Member Wolfe, and carried unanimously to approve the final plat of
Wellington II at Kings Ridge.

AUDIENCE COMMENTS
Carol Miller, Chelsea Park Subdivision, Minneola said her home is located on Mohawk
Road by Saymark Builders. She complained that they start construction at 6:00 a.m.
and there are no dirt barriers. She stated she had called City Hall and the staff was
very helpful. Council Member Wolfe stated that he was in attendance at a meeting
where Planning Director Harker directed Saymark to shut down until the proper
permitting is in place. He stated the City responded promptly with Jaymark in response
to her telephone call.
There being no further business or discussion, the meeting adjourned at 8:15 p.m.
