COUNCIL WORKSHOP MEETING
FEBRUARY 9, 1998
A Workshop Meeting of the City Council of the City of Clermont was held Monday,
February 9, 1998 at the Police Department Council Chambers. The meeting was
called to order by Mayor Pool at 6:00 p.m. with the following Council Members in
attendance: Council Member Cole, Council Member Wolfe, and Council Member
Brown. Also present was City Manager Saunders and Planning Director Harker.
Council Member Norquist arrived at 7:00 p.m.
Central Business District Parking
Mayor Pool turned the meeting over to City Manager Saunders who introduced Jeff
Biddle, representing the Downtown Partnership regarding the downtown parking
requirements. Mr. Biddle requested that each existing business be grand-fathered
with a minimum of 10 parking spaces. There was considerable discussion regarding
various ways to handle the parking situations in the Central Business District.
Council Member Wolfe asked the City staff to inventory for potential additional on-
street parking. City Manager Saunders stated that he had produced a map previously
showing possible locations and he will update it and bring it back for discussion.
Mayor Pool commented on the two new on-street parking areas to be constructed in
the near future that will add approximately 77 new spaces to the area. Also discussed
was modification to the parking on West Avenue south of Montrose Street. City
Manager Saunders stated that we are planning a temporary fix for this parking that
will eliminate the right-hand turn lane and provide three additional parking spaces
which will be done in the next few days. Also discussed was the possibility of
additional two-hour parking restrictions on Montrose Street. Staff was directed to
prepare a draft parking ordinance for review.
Center Lake

Sterling Frey was present at the meeting to discuss Center Lake who introduced Mr.
Jim Thomas, an enviromnental consultant. Mr. Thomas presented a slide
presentation on lake restorations. Council Member Norquist arrived at the meeting at
this time (approximately 7:00 p.m.). Mr. Thomas continued with his presentation. It
as the consensus that City Manager Saunders should meet with Mr. Thomas to
discuss potential Center Lake remedies. Mr. Thomas stated that if he could be
provided an aerial of the lake he would prepare a conceptual preliminary plan.
Gas Tax Money
City Manager Saunders next provided the City Council a hand-out regarding the
League of Cities position on the distribution of gas tax money. He explained that the
League is requesting all cities to adopt a resolution supporting this position.
ACE Program Mural
City Manager Saunders reviewed the High School ACE Program's request to use the
side of the Hughes Building for a mural. It was the consensus of the Council that this
would be appropriate.
Community Development Block Grant Replacement Home (Knight)
City Manager Saunders discussed the replacement of the Knight home on 10~h Street
with the Community Development Block Grant program. He explained that this is an
M-1 district which does not allow residential buildings, however, this is a
replacement home. No Council Member had a problem with this interpretation of a
replacement and felt we should move ahead.
Kehlor Park Building

Mayor Pool discussed the possibility of constructing a new building on the Kehlor
Park property or add on to the existing building for a senior center. City Manager
Saunders explained that we would be advertising for requests for requirements for a
new City Hall in this year's budget and we could include this building with that scope
of service.
