COUNCIL WORKSHOP MEETING
DECEMBER 18, 1997
A Workshop Meeting of the City Council of the City of Clermont was held Thursday,
December 18, 1997 at the Police Department Council Chambers. The meeting was
called to order by Mayor Pool at 7:00 p.m. with the following Council Members in
attendance: Council Member Cole, Council Member Wolfe, and Council Member
Brown. Also present was City Manager Saunders and Planning Director Harker.
Council Member Norquist arrived at 7:15 p.m.
Jaymark Builders
City Manager Saunders introduced representatives of Jaymark Builders and explained
that they are planning a Planned Unit Development on approximately 75 acres located
north of North Ridge Boulevard with a connection to Mohawk Road. Mr. Bob
Shakar and Mr. John Zagame displayed layouts for the different uses. Mr. Shakar
also discussed the possibility of a 20' rear yard setback for the single-family homes to
be located on Tract A. He stated they would meet all other R-1 requirements.
Council Member Norquist entered the meeting at this point. City Manager Saunders
asked for Mr. Shakar to explain the access points to the site. He requested that the
applicants consider an access from Mohawk Road that would access more tracts other
than just Tract C.
The proposed uses for the various tracts were reviewed. There was discussion
regarding transition areas from single-family residential to other uses. Mr. Zagame
then asked the Council to consider selling the 2 1/2 acres owned by the City south of
OHM to Jaymark. Mayor Pool asked if the City had any proposed uses of this site.
City Manager Saunders explained the history of this site with regards to sewer system
expansions that the City once had that are no longer being planned and that we do not
have any current plans for this site.

Joe Zagame then discussed the conceptual plans for Citrus Tower property. Mr.
Zagame then presented a conceptual plan for a project called Lost Lake Reserve to be
located on the Roper property north of the Kings Ridge development.
After the discussion of this project, Mr. Zagame addressed the Council regarding
potential water hook-up for their Country Ridge Development in the City of
Minneola. He explained that Minneola is having problems with their new well and
they may need water before Minneola could supply it. It was the consensus that the
City could supply water in this area as long as there was no opposition from the City
of Minneola. Mayor Pool thanked representatives of Jaymark Builders for their
presentation.
Lincoln Park Grant Application
City Manager Saunders then requested approval for the potential grant request
through the South Lake Foundation for the Lincoln Park Recreation area. After
discussion it was the consensus to ask for $50,000.
Mayor Pool asked if there were any other items to be discussed and City Manager
Saunders stated that he had no further items on the agenda.
Lincoln Park Concerns
Council Member Wolfe then stated he thought that the Lincoln Park Task Force was
to be discussed at this workshop and that several members of the Lincoln Park
community were present for the discussion. City Manager Saunders explained that at
the last Council meeting the City Council approved advertising for volunteers to serve
on the Task Force and that a meeting would be scheduled after the appointment of a
Task Force. Mayor Pool agreed regarding the action taken at the last Council
Meeting.

Council Member Brown stated that Willie Montgomery was present and had prepared
a proposal for the Task Force. Mr. Montgomery the read a proposal for the
formation and the purpose of the Task Force. Mayor Pool explained that the Task
Force members would be appointed at the first meeting in January and that a meeting
would be scheduled shortly after the appointment.
Other comments were received from the audience regarding storm water problems on
Roane Road and the need for a stop sign at Highland Avenue and Disston. Council
Members expressed no opposition to the City installing a stop sign at that location.
City Manager Saunders stated that he would look into the storm water complaints.
The meeting adjourned at 10:30 p.m.
