11-05-1997 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING NOVEMBER 5, 1997 A Workshop Meeting of the City Council of the City of Clermont was held Wednesday, November 5, 1997 in the Council Chambers at the Police Department. The meeting was called to order by Mayor Pool at 6:00 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Brown, Council Member Norquist, and Council Member Wolfe. Also present was City Manager Saunders. Levitt Homes Presentation Mayor Pool turned the meeting over to City Manager Saunders who introduced Harry Sleek of Levitt Homes who presented information regarding Levitt Homes along with pamphlets and a slide presentation of developments that are similar to what is being proposed for the east portion of the Fosgate property on Highway 50. Several questions from Council Members were asked including selling price and lot size. Mr. Sleek indicated that price range would be from $100,000 to $200,000 and they are proposing a mixture of lot size from 55' to 75' in width. Council Member Wolfe asked for a build-out schedule and Mr. Sleek stated it would be from four to five years and will be constructed in two to three phases. Council Member Wolfe also asked about the possibility of a frontage road on Highway 50. Planning Director Harker made comments regarding the layout of the driving range with its relationship with the roadway network. Mr. Sleek indicated that they would be happy to work with the City on the configuration of the driving range. He also felt that at least half of the lots would meet the minimum 7,500 square foot for typical subdivision lots, but since this is a gated all-adult community, they would like to offer smaller lots as an option. Daryl Carter, the current owner, stated that the right-of-way alignment on Hancock Road has been completed, and they are proposing to dedicate 100' of right-of-way plus an additional 20' for Rails to Trail. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING NOVEMBER 5, 1997 Page 2 Comments from the audience included concerns over congestion of Highway 50 and the density. Mr. Sleek stated the overall density of the project would be less than 2 units per acre. Mr. Sleek and Mr. Carter left at approximately 6:50 p.m. Proposed Layout for the Relocation of the Boat Ramp The proposed layout for the relocation of the boat ramp to the Dole-Citrus property was discussed. Council Member Brown commented on the permitting of the ramp and Council Member Wolfe asked if the City has negotiated the access for the Dole- Citrus property. City Manager Saunders stated that prior to further negotiations, staff needed direction regarding the use of the property. Council Member Wolfe also inquired about the grants that would be sought after and his concern over the grant requirements. City Manager Saunders stated that one grant has been applied for through Lake County, however, the grant agreement has not been received which would list all of the grant requirements. Grant agreements would be brought to the Council before the grant is accepted. Further discussion continued regarding the costs and the access to the site. City Newsletter Council Member Wolfe then referred to the recent newsletter that has been sent to Clermont residents and stated that he would in the future like for the Council to review the letter prior to mailing. Boat Ramp Relocation Council Member Norquist discussed the relocation of the boat ramp with regards to safety and the environmental impact. Council Member Wolfe stated that the money should be used for Lincoln Park rather than the ramp and discussion regarding ownership and no immediate plans for this park ensued. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING NOVEMBER 5, 1997 Page 3 Council Member Cole stated that we should proceed with trying to improve the park at Lincoln Park, but we also need to go ahead with plans that have been made for the ramp. City Manager Saunders stated that the ramp plan had been previously presented to the Save Our Lakes Committee and to several civic groups for public input. Mayor Pool stated that there would be a public hearing on November 11 for a vote on this issue. Mayor Pool then accepted questions from the audience. Mr. Cavender stated he lives near the current boat ramp and there are many weekends that you cannot use the ramp because of the high use of the park and that the existing ramp is not adequate. Mr. Langley stated that we should not endanger the lake or build a ramp for out-of- towners. Mrs. Forte expressed her concern for doing something for the kids. Other comments were made regarding water quality. Mayor Pool again stated that this would be on the next Council agenda for voting. Access for Joseph Wright Property Mr. Jimmy Crawford was present to represent Mr. Wright stating that they were only requesting adequate access to be provided by the City. There was discussion regarding public use of the prescriptive right-of-way if the City is to construct the improvements. Mr. Wright agreed that it was his desire for the City to construct a 10' driveway on the existing easement and a 20' driveway from the east side of the new restroom facility to 12th Street. Staff was directed to have the City Attorney work with Mr. Crawford to develop an agreement. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING NOVEMBER 5, 1997 Page 4 YMCA Dance at Jenkins Basha Schlazer and Steffani Winner of the YMCA were present to discuss with the Council their request for a monthly dance at Jenkins Auditorium. There was discussion regarding fees and hours as well as the maintenance and cleanup of the facility. After discussion it was indicated the City would work with the YMCA, but it would be on the next Council agenda for voting. Fire Department Property Site The appraisals that had been received for a proposed fire station on Highway 50 and 2nd Street were reviewed. It was a consensus that we should pursue this site. City Manager Saunders stated that a final offer would have to be placed on the City Council agenda for the purchase of the property. Workshop Scheduled A workshop with the Council was scheduled for November 20 with the main agenda item being a review of the Lennar Homes PUD. Consultants Competitive Bid Negotiation Act Council Member Wolfe asked if the City Attorney had been directed to provide the opinion on the Consultants Competitive Bid Negotiation Act that he had previously asked for and City Manager Saunders stated he had. Lincoln Park Workshop Council Member Norquist suggested that a Workshop be held at a location in Lincoln Park to gather neighborhood input for the proposed park improvement or other issues.
