COUNCIL WORKSHOP MEETING
July 24, 1997
A Workshop Meeting of the City Council of the City of Clermont was held
Thursday July 24, 1997 in the City Hall conference room. The meeting was called
to order by Mayor Pool at 7:00 p.m. with the following Council Members in
attendance: Council Member Dupee, and Council Member Sargent. Also present
was City Manager Saunders, Finance Director Van Zile, Public Service Director
Davis and Joseph Wright. Council Member Norquist arrived at 7:00 p.m.
Joseph Wright
Mr. Joseph Wright was present at the meeting and introduced to the Council. He
discussed the proposed relocation of the sewer line that is now an easement through
his and his neighbor's property. He also discussed a better route for ingress and
egress into their property. He requested a formal resolution of the sewer line
situation as soon as possible.
Mr. Wright also stated that he would like to be assured that there would not be a
fence between the Rails to Trails to be constructed and his property. City Manager
Saunders explained that there is no fence proposed in this area for the project.
There was further discussion on potential points of access for these property owners
with Mr. Wright stating that the preferred access would be from 12th Street and
that they would prefer to have a private lane as opposed to a City street. Mr.
Wright left the meeting at 6:45.
Telemetry Systems for Lift Stations
Public Service Director Davis was present and discussed with the Council telemetry
systems for the lift stations. He discussed the different types of systems and the
antennas that would be needed. Council Members agreed that we should proceed
with getting more information for this project in preparation for bidding.

Budget Discussions
Council Member Norquist entered the meeting as review of the proposed budget
began. Finance Director Van Zile and City Manager Saunders reviewed with the
Council the summary budget sheets for the enterprise funds. Finance Director Van
Zile made notes of any proposed changes to the budget that were requested.
Interim Service Fees
Council Member Dupee discussed the need to move ahead with the necessary study
for implementation of interim service fees. This was discussed by the legislature
this year but no action was taken. Several cities have moved ahead and adopted
interim service fees, however, a detailed study must be accomplished prior to
adoption. It was the consensus of the Council that we should talk with our
consultant Hartman & Associates regarding this study.
Library Budget
Council Members discussed the library budget increase request and agreed to
include the proposed $19,000 increase at this point.
Boat Ramp Relocation
City Manager Saunders informed the Council that the permit for the relocation of
the boat ramp has been upgraded from a general permit to an individual permit due
to the letter of objection issued by Mr. Wolfe. He explained the new procedure for
this permit and it was the consensus to continue to pursue the permit for the boat
ramp relocation.

FRDAP Grant Application
The upcoming application period for new recreation projects through FRDAP was
discussed. It was the consensus that we should look at grants for not only the
Waterfront Park, but for the new Hancock Park.
Boat Ramp Access
City Manager Saunders discussed a possible new route into the new boat ramp
property from Minneola Avenue which would require acquisition from Mr. Ellrodt
and Colors of Clermont. Council agreed that City Manager Saunders should try to
negotiate a purchase subject to their approval with these property owners.
Recodification
City Manager Saunders updated the Council of the recodification of our Charter and
Code and provided a summary of the proposed changes and asked for their
comments as soon as possible.
