COUNCIL WORKSHOP MEETING
June 19, 1997
A Workshop Meeting of the City Council of the City of Clermont was held
Thursday, June 19, 1997 in the Police Department Council Chambers. The meeting
was called to order by Mayor Pool at 5:30 p.m. with the following Council
Members in attendance: Council Member Cole, Council Member Dupee, Council
Member Sargent. Also present was City Manager Saunders, Planning Director
Harker and City Attorney Baird and Previn Olsen.
Proposed Development South of Lake Wilma
Previn Olsen was introduced to the Council. He made a presentation for his
proposed development south of Lake Wilma. He specifically talked about the
possibility of this being a private gated community. City Council members did not
express any opposition as to what was being proposed with the understanding that if
these were to be private and gated, that they would be built to City standards, but
maintained by the owners.
Proposed Utility Rate Change
City Manager Saunders discussed a proposed change to the utility rates pertaining to
not charging a sewer incremental charge when notification was given of filling a
pool or when a water line break occurred since it would not have any sewer impact.
No opposition was stated and it will be brought to the Council in resolution form.
Sludge Agreement
City Manager Saunders stated that Sumter County is proposing to take the City's
sludge on a temporary basis for a test mn at their new facility. An agreement will
also be suggested with them to take the sludge in the future.

Parking Restrictions
Two-hour parking limitations were discussed on the north side of Minneola Avenue
between West and 8th Avenue.
Lift Station Alarm Systems
Alternatives for alarm systems for lift stations were discussed and it was explained
that we would be providing additional information and a proposal at a later date.
Utilities, Inc. LawsUit
City Attorney Baird discussed with the Council a proposed agreement with Lennar
Homes with regards to indemnity of Lennar in the event that Utilities, Inc. became
their water supplier after they had spent money bringing the City's water line to
their site.
Also discussed was the conflict between their service area and Utility Inc's PFC
franchise area. Council directed City Manager Saunders to continue discussions
with Lennar. City Attorney Baird left the meeting at 6:35 p.m.
Lake Highlands Nursing Home Improvements
A conceptual improvement plan to the Lake Highlands Nursing Home was
presented. City Manager Saunders stated it would probably be presented to the
Council sometime in the near future. The plan included a parking garage which the
Council discussed at length with concern as to buffering and the aesthetics as to the
surrounding area.

Joint City/County Library Workshop
A joint workshop with the Library and the County was discussed with tentative date
of August 12 at 6:15 proposed at the City Council Chambers.
DeWitt Sewer Line Extension on Lake Wilma
A potential change order for sewer line extension on Lake Wilma with DeWitt
Excavating was reviewed. It was explained that this would come before the
Council at a furore meeting.
4th and 5th Street Cul-de-Sacs
The final design of the cul-de-sac area to be constructed at the end of 4th Street and
5th Street was presented to the Council Members. There were no proposed changes
to this layout.
Marina Proposal
A question was then asked by Council if we had received the additional information
from DBM Consulting for their proposed dry dock storage area. Council was
concerned that we should receive that as soon as possible in order to schedule the
public hearing at Jenkins Auditorium. City Manager Saunders stated that he would
pursue this and give DBM a deadline for submitting that information.
Meeting adjourned at 7:40 p.m.
