COUNCIL WORKSHOP MEETING
MAY 21, 1997
A Workshop Meeting of the City Council of the City of Clermont was held
Wednesday, May 21, 1997 in the Police Department Council Chambers. The
meeting was called to order by Mayor Pool at 5:30 p.m. with the following Council
Members in attendance: Council Member Cole, Council Member Norquist, Council
Member Dupee, Council Member Sargent. Also present was City Manager
Saunders, Planning Director Harker and Chief Planner Brown.
Waterfront Park Fee Collection
The method of collecting fees at the Waterfront Park was discussed. It was
suggested that we investigate the possibility of an automatic ticket dispenser similar
to Hickory Point or other facilities. Also discussed was the possibility of having a
beach attendant during the summer time.
Evaluation and Appraisal Report to the Department of Community Affairs
Planning Director Harker entered the meeting and he and Mr. Brown discussed the
upcoming evaluation and appraisal report that will be due to the Department of
Community Affairs early next year.
Hancock Road Property
City Manager Saunders discussed a five-acre parcel that is located at the northeast
corner of the Hancock well site. He explained that this is the original five acres
that Lennar had proposed to dedicate to the County for recreation, however, the'
County did not include this in the final PUD. City Manager Saunders discussed
with Lennar the possibility of providing the property to the City in exchange for
recreation impact fees for recreation purposes to be used in conjunction with the
other acreage around the well.

Also discussed was a proposed 80 acre development directly east of the City's
property that is requesting additional right-of-way along the north side of the
property for access to their site.
West Beach
City Manager Saunders discussed the furore of the West Beach area. He explained
the improvements to be made and asked if it was still the intention of the Council to
operate this as a swimming area. It was the consensus that it should continue to
operate as in the past as a swimming and fishing area.
Downtown Drainage Project
Next discussed was the overall plan for the downtown drainage project that will be
placed out to bid in the near furore. Council was shown the proposed plans,
including the area from 5th Street to' 8th Street. The location of the water retention
area was shown along with the proposed turn-around area at the west end of Carroll
Street and a proposed cul-de-sac at the end of 5th Street.
Indian Shores Replat
The possibility of replatting of Indian Shores Subdivision was discussed with
relationship to the lot width required at the building set-back. Discussion was held
whether this should be at the stated set-back according to the code or to the actual
set-back for the house to be constructed. The potential for flag-shaped lots and the
reason for the minimum set-back at the stated distance in the code was discussed.
No changes were proposed at this time.

Gated Communities
Gated private commUnities and how the City should handle the street situations in
these communities was discussed. It was the consensus that if a community is to be
gated, that the streets should be private and privately maintained since the public
would not have access to these streets. A possible change in our Development
Regulations that would address private gated communities was discussed.
Workshop Dates
Possible dates for the budget workshops were discussed.
