04-29-1997 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 29, 1997 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, April 29, 1997 in the Police Department Council Chambers. The meeting was called to order by Mayor Pool at 5:30 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Dupee, Council Member Sargent. Also present was City Manager Saunders, Planning Director Harker and Chief Planner Brown. Also present was Rick McCoy. City Newsletter City Manager Saunders discussed the upcoming City newsletter and requested that the Council Members give any input they may have to him or Ann Whitlock. Clerview Drive Inn Property Rick McCoy entered the meeting and City Manager Saunders stated Mr. McCoy was there to discuss the proposed development of the property that was the former site of the Clerview Drive-Inn. Mr. McCoy provided each Council Member with a summary of issues regarding the proposed project. He first discussed the need for an entrance to the project from Hook Street. The Council discussed the location with relationship with the residential area as well as from the frontage road. Also discussed was the proposed tree mitigation for replacement of trees on the property that would have to occur. Mr. McCoy stated that retaining walls were needed on the site because of the significant change in elevations. It was discussed that the wall behind the proposed Denny's and the wall adjacent to Hook Street should be within the 6' maximum height, however, no one was opposed to the walls being taller internal to the site. Boat Ramp Permitting with St. Johns Water Management City Manager Saunders discussed the St. Johns Water Authority permit for the relocation of the boat ramp. He stated that they would like to apply for a separate CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 29, 1997 Page 2 permit for the boat ramp rather than a joint permit for the boat ramp and proposed marina project since the marina project has been tabled. This will allow them to move ahead with the plans for the relocation of the boat ramp regardless of the outcome of the marina project. There was no opposition to a separate permit. Boat Ramp Access The Council discussed possible new access points to the new boat ramp site. Central Business District Parking City Manager Saunders presented a design of the proposed Central Business District parking to be located between 7th and 8th Street on Osceola Street. There was no proposed changes to this layout. Community Redevelopment Agency Board The make-up of the Board for the Community Redevelopment Agency was discussed and it was the consensus of the Council that it should be a seven member board consisting of the five Council Members and two community members.
