04-15-1997 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 15, 1997 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, April 15, 1997 in the City Hall conference room. The meeting was called to order by Mayor Pool at 5:30 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Dupee, Council Member Norquist and Council Member Sargent. Also present was City Manager Saunders, Greg Homan, Speedy Wolfe, Tad Wolfe, Dick Langley, Jim Grant, and Howard Stockton from the South Lake Chamber of Commerce. Citrus Tower Open Air Sales Mayor Pool welcomed those present and stated that Mr. Homan was present to discuss the Citrus Tower property. Mr. Homan presented to the Council his proposed plans for several open air shows and stated that he would like to have additional open air sales permits over and above the one that is permitted by our Code. City Manager Saunders stated that the property should be developed as a Planned Unit Development which would provide for specific uses and conditions for those uses. Also discussed was the possibility of a new zoning classification for tourist-related properties. Howard Stockton, representing the Chamber of Commerce stated that consideration should be given to existing businesses when discussing open air sales permits. It was a general consensus of the Council Members that the Tower property is a unique parcel and some type of provision should be made to assist them in their goals. Mr. Homan stated that a second issue is his desire to install a moving sign that would provide information to motorists. City Manager Saunders stated that this type of sign is considered a h, azard in many cases because it attracts attention of drivers trying to read the moving information. After discussion, City Manager Saunders stated he would obtain information from other cities to review for future discussion. Mr. Homan left the meeting at 6:15. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING APRIL 15, 1997 Page 2 Little League Fencing Request The Little League organization's proposal to provide new fencing for West Park was discussed. They have requested that the City provide for the installation. The Council requested that City Manager Saunders check with the Prison to see if they would be available to help with installation. Bloxam Street Sidewalks The sidewalk project on Bloxam Drive from Pitt Street to DeSoto Street was discussed. City Manager Saunders stated that since the bids were considerably higher than was budgeted, they decided that the Public Works Department will construct the sidewalk as time is available. Hancock Road Site The five-acre site that is located on the northeast corner of the Hancock Road well site was discussed. City Manager Saunders explained that this was originally designated as a recreation site to be donated to Lake County for recreation as a part of the Kings Ridge PUD with Lake County. For some reason the County deleted this requirement in the fmal PUD agreement. He had hoped to combine this five- acre property with the well site for a new park. Discussions are being held with the property owners regarding the possibility of transferring this site to the City in return for furore recreation impact fees. Public Comments City Manager Saunders stated he had concluded his agenda items to discuss with the Council. Mayor Pool asked others in attendance is they had something to bring to the Council's attention.
