03-11-1997 Regular Meeting CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MARCH 11, 1997 97-056 A regular meeting of the City Council of the City of Clermont was held Tuesday, March 11, 1997 in the Council Chambers at the Police Department. The meeting was called to order at 7:30 p.m. by Mayor Pool with the following Council Members present: Council Member Dupee, Council Member Sargent, Council Member Norquist and Council Member Cole. Other City officials present were City Manager Saunders, Finance Director Van Zile, Planning Director Harker and Deputy City Clerk Whitlock. INVOCATION The Invocation was offered by Pastor Gerald Gill of Lake Christian Fellowship followed by the repeating of The Pledge of Allegiance to the Flag by all present. MINUTES The minutes of the Regular Council Meeting held February 25, 1997 and Workshop meetings held November 26 and December 3, 1996 were approved as presented. CITY MANAGER SAUNDERS' REPORT Surplus Property City Manager Saunders asked that the old copier at City Hall be declared surplus property. A new copier was purchased last month. A motion was made bY Council Member Dupee, seconded by Council Member Cole, and carried unanimously to declare the old City Hall copier as surplus property_. Great Water Way Clean-up City Manager Saunders stated a request has been received from Mary Jackson, coordinator for the Great Waterway Clean-up for boat passes for the March 22 clean- up. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MARCH 11, 1997 Page 2 97-057 A motion was made by Council Member Sargent, seconded by Council Member Cole, and carried unanimously to approve boat ramp passes _for the Great Waterway_ Clean-up to be held March 22. Workshop Council Members agreed to hold a Workshop on Tuesday, March 18 at 5:30 p.m. COUNCIL MEMBER DUPEE'S REPORT Council Member Dupee remarked that the sodding project at the Clermont Waterfront Park was a big success and asked that letters of thanks be sent to Fred Sommer and Lake Correctional. She invited everyone to South Lake Ford on Thursday, March 20 for Business After Hours by the South Lake Chamber of Commerce. The South Lake Chamber of Commerce is also holding a breakfast on Friday, March 21. VISITORS WITH BUSINESS South Lake Ministerial Fellowship - Waterfront Park Request City Manager Saunders stated that the South Lake Ministerial Fellowship is requesting to use the new Waterfront Park pavilion area for this year's Easter Sunrise Service on March 30. They are also requesting a waiver of the parking fees that morning. Staff recommends approval of this request. Pastor Jerry Gill asked that parking fees be waived for the event. He stated that golf carts will be available for those people with handicaps. He stated that the service will be at 6:30 rather than 7:00 to take advantage of the sunrise. 97-058 A motion was made by Council Member Cole, seconded by Council Member Dupee, and carried unanimously to approve the use of the Waterfront Park and waive parking fees for the March 30 Easter Sunrise Service. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MARCH 11, 1997 Page 3 Robert Beasley and Kleo Selby - Variance Request City Manager Saunders stated that the applicants are requesting a variance for 20.71' setback from 12th Street for an addition to their existing residence located on the corner of 12th and Seminole Street. Mayor Pool stated that the request requires that a Quasi-Judicial hearing be held and that anyone wishing to speak in favor of or in opposition to the request must be sworn in. Robert Beasley, 1345 West Street was sworn in by City Clerk Van Zile. Robert Beasley stated he wanted to add an addition for a master bedroom/bath that will go straight across and not be any closer to the street than the rest of the house. City Manager Saunders stated the house has an existing setback of 20.71' and the Council has historically approved this type of request where there is no additional encroachment. He stated that staff recommends approval. Mayor Pool closed the public hearing. 97-059 A motion was made by Council Member Cole, seconded by Council Member Dupee, and carried unanimously to approve a 20. 71' front setback variance_for Robert Beasley and Kleo Selby _for 1345 12th Street. Kris & Debora HoHey - Variance Request City Manager Saunders stated that the applicant is requesting a variance to our driveway construction code to allow a 12% slope rather than the maximum 6% for their new house being constructed at 1355 Bowman Street. Mayor Pool stated that the request requires that a Quasi-Judicial hearing be held and that anyone wishing to speak in favor of or in opposition to the request must be sworn in. Don Ault, 1340 Anderson Street and Kris Holley, 1340 Anderson Street were sworn in by City Clerk Van Zile. Kris Holley stated that he is trying to build the driveway to be more compatible with the lot. He stated there are no existing sidewalks on either side of the street. CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING MARCH 11, 1997 Page 4 97-060 97-06 Don Ault stated that he was the original owner of the lots in this area. He said there are no sidewalks on either side of the street and water would be a problem if they built the driveway according to Code. City Manager Saunders stated that this is an existing neighborhood with a steep slope leading from the property to the edge of the street. He stated that no sidewalks are feasible in this area. Due to the existing topography and the previous developed lots in the same general location, staff recommends approval of the request. A similar request was approved by the Council a few weeks ago on the corner of 7th and Linden. A motion was made by Council Member Dupee, seconded by Council Member Cole, and carried unanimously to grant a 12 % driveway slope variance to Kris and Debora Holley _for 1355 Bowman Street. UNFINISHED BUSINESS Ken Norquist - Resolution No. 927 City Manager Saunders stated that Mr. Norquist has indicated that his engineer has not finished revising the £mal site plan and it is not available to tonight's meeting. Therefore, he requested tabling the matter until the April 8 meeting. A motion was made bY Council Member Cole, seconded by Council Member Sargent, and carried unanimous(y, with Council Member Norquist abstaining, to table Resolution No. 927 to the April 8, 1997 regular Council Meeting.
