02-18-1997 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 18, 1997 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, February 18, 1997 in the City Hall conference room. The meeting was called to order by Mayor Pool at 5:30 p.m. with the following Council Members in attendance: Council Member Cole, Council Member Dupee, Council Member Norquist and Council Member Sargent. Also present was City Manager Saunders, Finance Director Van Zile, and Dave Missigman. Utility Billing Rate Changes Finance Director Van Zile discussed the proposed changes to the utility billing. He explained that a handout would be provided to customers explaining the changes prior to going into effect. There was no opposition to the proposed changes. Mr. Van Zile left the meeting at 5:35 p.m. Telemetry System The need for installing a telemetry system on lift stations that will provide a warning of failures was discussed. City Manager Saunders explained that the preferred method is radio transmitting devices that in some cases would require a 20' tall antenna at the lift station site. After discussion the Council asked that we look at how many 20' antennas would be required and in what locations. Clermont Little League Exhibition Game The request by the Clermont Little League representatives to host an exhibition game at the senior league field that would include the Orlando Dragons Women's professional baseball team against South Lake Men's All Stars was discussed. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 18, 1997 Page 2 The Clermont Little League requested waiving the rental fee since there will also be a clinic for the Little. League players as a part of the exhibition. It was the consensus that no fee would be charged for this event. Jayne Easement Attorney Fees A bill for attorney fees that was submitted by Mrs. Jayne in conjunction with an easement that was required for the water line extension was discussed. City Manager Saunders stated that Florida Power had originally granted the City an easement, however, it was later found that the property was actually owned by Mrs. Jayne. He stated that the water line had already been installed in this area. There was no objection to paying the bill. Marina Proposal Dave Missigman entered the Workshop at 6:10. City Manager Saunders introduced Mr. Missigman to the Council and explained that he is the President of DBM Consulting and had submitted the only response to the request for proposals for the lease of the old City garage property and development of a water related amenity on this site. Mr. Missigman reviewed his proposal with the Council. Council members stated that the major concern with his proposal would be environmental issues and how he would propose to protect the lake from any contamination. Specific methods of containment areas for the fueling facility both on land and in the water were discussed. City Manager Saunders explained that a public hearing should be held to gather public input for the project and that a Conditional Use Permit would be needed which would require public hearings in front of the Planning and Zoning Commission and the City Council.
