02-04-1997 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 4, 1997 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, February 4, 1997 in the City Hall conference room. The meeting was called to order by Mayor Pool at 6:00 p.m. with the following Council Members in attendance: Council Member Dupee, Council Member Cole, Council Member Norquist and Council Member Sargent. Also present was City Manager Saunders, Fred Sommers representing CFT Sports, Joe Zagame, Sterling Frey, Gene Langley and Larry Ray. 1997 Triathlon Considerations Mr. Fred Sommers thanked the Council for support of last year's triathlon series and presented the schedule for the upcoming year. Mayor Pool stated his concerns regarding early morning noise from the public address system and driveways in the residential area being blocked. City Manager Saunders also expressed concern over the refrigeration track and the noise it makes at night. Mr. Sommers requested Council's consideration of a flat fee for each event rather than the per entrant parking fee that has been charged in the past. He requested the Council consider a $250 per event flat fee. There was no objection and City Manager Saunders stated he would place this on a Council agenda. Mr. Sommers also requested the Council consider sodding the events area between 3rd and 4th Street. Mr. Sommers proposed half of the cost be borne by the community and half by the City. Council agreed to place this on their agenda. Mr. Sommers left the meeting at approximately 6:45. Center Lake Waterfowl/Fishing Mr. Frey asked to address the Council concerning waterfowl at Center Lake. Mr. Frey stated that the fishing and the waterfowl conflict, and three birds in the past six years have been killed because of entanglement with fishing line. Council Member Norquist stated that possibly a better education of the public regarding the problem CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 4, 1997 Page 2 with fishing line and waterfowl would be a solution. Mr. Frey stated that all fishing should be prohibited or that all the waterfowl should be removed. He did not believe there could be a solution for both to remain at the lake. Mr. Frey asked that a survey of the public be taken, possibly with the next newsletter. Council agreed. Mr. Frey left the meeting at 7:15. Clermont Commons SePtic Tank Mr. Joe Zagame entered the meeting. City Manager Saunders explained that the temporary-septic tank system installed by Clermont Commons which had originally been estimated to cost $10,000 was installed by Mr. Zagame and the City had been sent a bill for approximately $35,000. City Manager Saunders explained that the City had not been notified of a possible cost increase to this project. After considerable discussion, it was concluded that this should be placed on the Council agenda for formal action and approval of the amount to be reimbursed to Mr. Zagame. Mr. Zagame left the meeting at 8:30. Langley Proposed Development Gene Langley and Larry Ray entered the meeting and discussed a proposed development for Mr. Langley's property on property south of Grand Highway and east of East Avenue. They explained that they would like to plat 50' and 65' wide lots. The Council asked for a list of developments that have been constructed with this type lot. Mr. Ray stated he would provide the City with a list of similar developments. Mr. Langley and Mr. Ray left the meeting at 9:05. Waterfront Park Playground Equipment The information regarding the playground equipment for the Waterfront park indicate that the metal and recycled plastic components have a better guarantee and will withstand the weather better than the wood. There were no objections to this type of equipment. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING FEBRUARY 4, 1997 Page 3 Bloxam Avenue Site Work The proposed layout for the sidewalk on Bloxam Avenue from Pitt Street to DeSoto Street was discussed. City Manager Saunders explained that the north end of the project would not have the normal setback from the curb due to the severe slope in this area. 4th Street Well The problems with the 4th Street well were discussed. Repairs are being made as quickly as possible. City Manager Employment Contract City Manager Saunders stated his employment contract would be up for renewal this year.
