MINUTES
COUNCIL WORKSHOP MEETING
JANUARY 21, 1997
A Workshop Meeting of the City Council of the City of Clermont was held Tuesday,
January 21, 1997 in the City Hall conference room. The meeting was called to order
by Mayor Pool at 6:00 p.m. with the following Council Members in attendance:
Council Member Dupee, Council Member Norquist and Council Member Sargent.
Also present was City Manager Saunders, City Attorney Leonard Baird, Attorney Jake
Varn, and City Engineer John Springstead. Mr. Barfield, Mary Rocker and George
Hovis arrived at 8:00 p.m.
Water Utility Service Area
City Manager Saunders introduced Mr. Jake Varn, an attorney retained by the City
concerning providing water service to the proposed Lennar Homes development on the
west side of U.S. 27 which is within the City's Chapter 181 service area, but also
included in the PSC franchise area for Utilities, Inc. Mr. Varn reviewed with the
Council the facts as he understood them and the options that the City should consider.
Mr. Varn recommended that the City move ahead with expanding our water system
and developing an agreement with Lennar Homes for providing service to the new
area. Mr. Varn and Mr. Springstead left the meeting at 7:25 p.m.
Seminole Street Well
The required repairs for the Seminole well were discussed. It was the consensus to
move ahead immediately with these repairs.
Fire Department Administrative Building Modifications
A request by the Fire Department for $7,500 for repairs and modifications to the new
Fire Department administrative building at the corner of 7th Street and DeSoto Street
were discussed. There was no objection to this and City Manager Saunders stated this
would come before the Council as a regularly scheduled item.

Fire Chief Pay
City Manager Saunders explained that under the current method, Fire Chief Bishop
receives salary only and does not receive an amount per call. There were no
objections to revising the method to include call pay. City Manager Saunders advised
that this would also come before the Council for formal action.
Center Lake Waterfowl
Sterling Frey's concern over the conflicts between birds and fishermen at Center Lake
was discussed. It was the consensus to set a workshop date with Mr. Frey to discuss
a possible solution.
Barfield Lake Shore Drive Right-of-Way
Mr. Barfield, Mary Rocker and George Hovis joined the Workshop at approximately
8:00 p.m. City Manager Saunders explained the issue regarding the front property
line for Mr. Barfield's property on Lake Shore Drive and discussed possible solutions
of resolving the conflict. A recommendation was to keep consistent right-of-way from
the edge of pavement utilizing Mr. Barfield's west property corner as the starting
point. This item will be placed on a future agenda for formal action.
Waterfront Park Playground Equipment and Lighting
The options for the playground equipment to be installed at the Waterfront Park was
discussed. Council indicated they preferred the wooden structures.
Lighting for the park was also discussed. City Manager Saunders explained that in
order to provide all of the lighting necessary along the trail from 2nd Street to 4th
Street and the parking areas, the budget would need to be increased from $8,500 to
$18,000. There were no objections and this will be placed on a future agenda.

Leadership Florida
Council Member Dupee discussed with Council her invitation to be a part of
Leadership Florida. She explained that the League of Cities will pay the tuition. She
requested the Council pay the travel costs. After discussion, there was no opposition
to the City paying travel costs for the St. Petersburg session.
