A special meeting of the City Council of the City .of Clermont was held Thursday,
November 30, 2000 at The Police Department Community Room at 6:00 p.m. Mayor
Turville with the following Council Members present: Council Member Mullins, Council
Member MacLauchlin and Council Member Renick. Other City officials present were
City Manager Saunders, Finance Director Van Zile and Deputy City Clerk Maddox.
Council Member Biddle was absent.
Mayor Turville stated that the purpose of the Special Meeting of the City Council was to
give consideration to proposed Ordinance No. 303-C.

Mayor Turville called the Special Meeting of the Council to order at 6:00 p.m.
Mayor Turville explained the Constitutional Amendment allowing local governments to
implement an additional homestead exemption for senior citizens meeting the criteria.
Mayor Turville stated that this Ordinance would allow an additional homestead
exemption of $25,000 for senior citizens 65 years or over who have a permanent
residence in the City of Clermont and have an income not exceeding $20,000. Mayor
Turville stated that Finance Director Van Zile spoke with Frank Royce at the Lake
County Property Appraiser's office to discuss what impact this would have on our City's
budget.
Finance Director Van Zile reviewed a worksheet from the Tax Appraiser's office
showing taxable and exempt properties. Mr. Van Zile stated that the impact on the City's
budget will be minimal and stated that 77 residents have applied for the additional
homestead exemption so far and he would expect that number to only increase slightly.
City Manager: Saunders reviewed a copy of Section 196.075 of the Florida Statutes with
the Council. Mr. Saunders stated that any senior citizens applying for the additional
exemption must meet the criteria and must reapply each year with the Lake County
Property Appraiser's office, providing appropriate documentation of income.

Mayor Turville read Ordinance No. 303-C by title only. Mayor Turville then asked for
questions or comments and there were none.
A motion was made bp Council Member MacLauchlin, seconded by Council
Member Mullins and carried unanimously to adopt Ordinance No. 303-C.
City Manager Saunders stated that Attorney Ceclia Bonifay would like to have a
workshop to discuss a Community Development District and after discussion there was
consensus that a workshop would be scheduled in January.
After discussion there was consensus that the Council Meeting of December 26, 2000
would be canceled as in the past because of the holidays. .
City Manager Saunders advised the Council that vinyl flooring had been chosen for the
foyer/hallway of Fire Station No. 1 and Fire Chief Bishop has advised that for an
additional $400 ceramic tile can be used instead. Mr. Saunders stated that after hearing
Chief Bishops suggestion he would also recommend using tile as the maintenance and
upkeep of the vinyl flooring is time consuming and expensive and the $400 difference in
price would pay for itself in a year or two. After discussion there was consensus of the
Council that City Manager Saunders authorize the additional $400 for tile for Fire Station
No. 1.
There being no further business, the meeting was adjourned at 6:20 p.m.
