A Workshop Meeting of the City Council of the City of Clermont was held Thursday, November
16, 2000, at the Police Department. Mayor Turville called the meeting to order at 6:00 p.m.
Council Members Rennick and MacLauchlin were present, also present were City Manager
Saunders, Planning Director Barry Brown and City Engineer Richardson. Mayor Turville
welcomed those present and reviewed the proposed agenda.
Mr. Tim McNicholas, representing C.T. Hsu & Associates, presented to the Council a review of
the plans for the new city hall includi.ng floor plans and elevations. Mr. MeNieholas then
presented a cost estimate for the project. After considerable discussion, there was a consensus to
continue with the project as presented. City Manager Saunders stated that the preliminary design
will be presented to the City Council at a public meeting with a request for approval to move
ahead with the design and development stage of the project. C.T. Hsu & Associates
representatives left the meeting at approximately 6:45 p.m.
The next item on the agenda was the discussion of the Lost Lake Reserve project. Attomey
Cecelia Bonifay provided an introduction and an overview of the project. Mr. Bob Whidden,
planner for the development, was present and reviewed the plans and various components as they
related to the previous plan that was presented to the Council several months ago. Mr. Whidden
explained that there is no change in the total number of units. He also presented the park layout,
landscape plans and plans for various signs and monuments. Cross sections for the linear park
and landscape bufferings were also presented.

Mr. Rick McCoy then presented a proposed grading plan including cross sections of various
areas of the project. Mr. Harry Lerner of West Shore Development concluded the presentation by
stating that they would like to utilize a Community Development District (CDD) for the
development of Citrus Tower Boulevard, Steve's Road and the park. Information regarding how
a CDD would operate was then presented.
Mayor Turville asked what type of landscaping was planned along the Highway 27 frontage. Mr.
Lerner stated that this would have to be addressed in the Conditional Use Permit. Also discussed
was the proposed fencing along Citrus Tower Boulevard. Mr. Lerner stated that they would like
to use a PVC type fence. City Manager Saunders stated that the staff recommendation was for
masonry and metal fencing in this area. Mr. Saunders also stated that the City's recommendation
would be for the utilization of live oaks for the street trees. After additional discussion, there was
a consensus to schedule a separate workshop to discuss the utilization of a Community
Development District CDD) for the project.
The meeting adjourned at 8:30 p.m.
