08-07-2000 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING AUGUST 7, 2000 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Monday, August 7, 2000, at the Police Department. The meeting was called to order at 6:30 p.m. by Mayor Turville. Council Members Mullins, Biddle and MacLauchlin were present, also present were City Manager Saunders and Planning Director Barry Brown. Mayor Turville welcomed those present. Mayor Turville gave a brief explanation of the purpose of the workshop. City Manager Saunders gave an explanation of the proposed Hook Street Project, including a realignment at the eastern end of Hook Street where it intersects with Hancock Road. He explained that the realignment would modify the plans that Greater Construction has for property in this area and that Mr. Bob Mandell of Greater Construction was present to discuss the realignment. Mr. Mandell explained the realignment to the City Council along with proposed land use changes north of the new realignment. After discussion it was the consensus of the Council Members to continue to work with Mr. Mandelt on the realignment. City Manager Saunders then introduced Mr. Darrell Carter, who was present to discuss projects. that he has planned for the southeast comer and the northeast comer of Highway 50 and Grand Highway, and the northeast comer of Highway 50 and Citrus Tower Boulevard. Mr. Scott Gentry, an engineer for Mr. Carter, made a presentation regarding the southeast comer site and the grading problems associated with the site. After discussion, it was consensus that a more complete grading plan with cross sections be presented to the Council at a future date for consideration. The next presentation was for the proposed shopping center on the northeast comer of Highway 50 and Hancock Road which will be a Conditional Use Permit. The grading problems with this site were discussed as well as the potential locations of the buildings. After discussion it was consensus that detailed cross sections for the proposed excavation and development of the site should be presented prior to the public hearing in front of the City Council. Mr. Carter stated that they would also like to ask for consideration of a building in excess of the 100,000 square foot limitation ordinance. It was consensus that traffic would be a major issue with a big box type of retailer in this location. Planning Director Brown requested that a comparison of the traffic generated by a single 185,000 square foot retailer versus several stores composing a total of 185,000 square feet be provided. Mr. Carter stated that they would provide this type of comparison. CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING AUGUST 7, 2000 Page 2 Next discussed was the northeast comer of Highway 50 and Citrus Tower Boulevard, which is an approximate 15-acre site that is being requested for a Land Use Change from Residential/ Office to C2 Commercial. After discussion it was concluded that this would require a comprehensive plan amendment that would be presented to the Council at a future date. City Manager Saunders then stated that the next item to be discussed was a proposed project at the southwest comer of Highway 27 and Hartwood Marsh Road. Mr. Greg Zurkman, representing Tom McKee, was present and discussed with Council the proposed project, which consists of a Walgreens and additional retail space. After discussion it was proposed that an Annexation Agreement be drafted that would be necessary prior to the City providing services. The City would also require review of the site plan for the project. Planning Director Brown then discussed with the City Council several proposed changes in the Land Development regulations regarding minimum lot sizes in the R1 and R1A districts. After discussion Mr. Brown stated these would be brought back to the City Council in the form of an ordinance for their consideration. Mayor Turville then asked if any Council Members had any other items to bring before the Council. Council Member MacLauchlin stated that she had been contacted by Opal Bailey, who would like additional open-air sales permits. Council Member Biddle discussed with the Council the possibility of a deck for performance on the west side of West Avenue adjacent to the Mulberry Inn. Mr. Biddle also discussed the possibility of a harvest market on Saturday mornings on Minneola Avenue between 7th Street and 8th Street.
