A special meeting of the City Council of the City of Clermont was held Thursday,
September 21, 2000 at Jenkins Auditorium. The meeting was called to order at 7:30 p.m.
by Mayor Turville with the following Council Members present: Council Member Biddle
and Council Member Lamb. Other officials present were City Manager Saunders,
Finance Director Van Zile, City Accountant Lisa Strickland and Deputy City Clerk
Maddox. Mayor Turville asked the record to reflect that Council Member Mullins is not
present because of illness and Council Member MacLauchlin is not present because she is
out of town.
Mayor Turville stated that this was the Final Public Hearing of the proposed 2000-2001
Budget of the City of Clermont.
Mayor Turville recognized that Mr. and Mrs. Dick Tegen were in attendance at the
meeting and welcomed any questions or comments they may have.
PUBLIC HEARING
2000-2001 Ad Valorem Millage Rate - Resolution No. 1138
Mayor Turville stated that Resolution No. 1138 adopts the 2000-2001 ad valorem millage
rate. Mayor Turville read Resolution No. 1138 in its entirety and opened the Public
Hearing. There were no public comments and Mayor Turville closed the public hearing.
A motion was made by Council Member Biddle, seconded bY Council
Member Lamb, and carried unanimously bY roll call vote to adopt
Resolution No. 1138 setting a millage rate o_f 3. 729for_fiscal?ear 2000-
2001.

2000-2001 General Fund Budget - Resolution No. 1139
Mayor Turville read Resolution No. 1139 by title only and opened the Public Hearing
stating that Resolution No. 1139 will adopt the fiscal year 2000-2001 budget for the
General Fund. No questions were received and Mayor Turville closed the Public Hearing.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously by roll call vote to adopt
Resolution No. 1139.
2000-2001 Infrastructure Fund Budget - Resolution No. 1140
Mayor Turville read Resolution 1140 by title only and opened the Public Hearing. No
questions were received and Mayor Turville closed the Public Hearing.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously by roll call vote to adopt
Resolution No. 1140.
2000-2001 Recreation Impact Fee Fund Budget - Resolution 1141
Mayor Turville read Resolution 1141 by title only and opened the Public Hearing. No
questions were received and Mayor Turville closed the Public Hearing.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously bY roll call vote to adopt
Resolution 1141.

2000-2001 Police Impact Fee Fund Budget - Resolution No. 1142
Mayor Turville read Resolution 1142 by title only and opened the Public Heating. No
questions were received and Mayor Turville closed the Public Heating.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously by roll call vote to adopt
Resolution No. 1142.
2000-2001 Fire Impact Fee Fund Budget - Resolution No. 1143
Mayor Turville read Resolution 1143 by title only and opened the Public Heating. No
questions were received and Mayor Turville closed the Public Heating.
A motion was made bY Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously by roll call vote to adopt
Resolution No. 1143.
2000-2001 1989 Sales Tax Bond Fund Budget - Resolution No. 1144
Mayor Turville read Resolution No. 1144 by title only and opened the Public Hearing.
No questions were asked and the Public Hearing was closed.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously bY roll call vote to adopt
Resolution No. 1144.

2000-2001 Water Fund Budget - Resolution No. 1145
Mayor Turville read Resolution No. 1145 by title only and opened the Public Hearing.
No questions were received in regard to Resolution No. 1145 and Mayor Turville closed
the Public Hearing.
A motion was made by Council Member Biddle, seconded bY Council
Member Lamb and carried unanimously by roll call vote to adopt
Resolution No. 1145.
2000-2001 Sewer Fund Budget - Resolution No. 1146
Mayor Turville read Resolution No. 1146 by title only and opened the Public Hearing. No
questions were received with regard to Resolution 1146 and Mayor Turville closed the
Public Hearing.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously by roll call vote to adopt
Resolution No. 1146
2000-2001 Stormwater Fund Budget - Resolution No. 1147
Mayor Turville read Resolution No. 1147 by title only and opened the Public Hearing.
No questions were received with regard to Resolution 1147 and Mayor Turville closed the
Public Hearing.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously by roll call vote to adopt
Resolution No. 114 7.

2000-2001 Sanitation Fund Budget - Resolution No. 1148
Mayor Turville read Resolution No. 1148 by title only and opened the Public Hearing.
No questions were received with regard to Resolution 1148 and Mayor Turville closed the
Public Hearing.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously bY roll call vote to adopt
Resolution No. 1148.
2000-2001 Group Self Insurance Fund Budget - Resolution No. 1149
Mayor Turville read Resolution No. 1149 title only and opened the Public Hearing.
No questions were received with regard to Resolution 1149 and Mayor Turville closed the
Public Hearing.
A motion was made by Council Member Biddle, seconded bY Council
Member Lamb, and carried unanimouslv b? roll call vote to adopt
Resolution No. 1149.
Council Member Biddle stated that he read that some other cities were surprised at their
budget process meetings because their group insurance was higher than anticipated and
stated he was glad that the City of Clermont's staff has been on top of this matter and
there were no surprises for our City.

2000-2001 Community Redevelopment Agency Fund Budget - Tentative Resolution
No. 1150
Mayor Turville read Resolution No. 1150 by title only and opened the Public Hearing. No
questions were received with regard to Resolution 1150 and Mayor Turville closed the
Public Hearing.
A motion was made by Council Member Biddle, seconded by Council
Member Lamb, and carried unanimously by roll call vote to adopt
Resolution No. 1150.
2000-2001 Cemetery Perpetual Care Fund Budget - Resolution No. 1151
Mayor Turville read Resolution No. 1151 by title only and opened the Public Hearing.
No comments were received in regard to Resolution No. 1151 and Mayor Turville closed
the Public Hearing.
A motion was made by Council Member Biddle, seconded bp Council
Member Lamb, and carried unanimously by roll call vote to adopt
Resolution No. 1151.
CITIZENS' COMMENTS
Dick Tegen asked for an explanation of the logic behind the Statute that says you have to
publish your millage rate reflective to the roll-back rate as opposed to the previous year's
rate. Mayor Turville gave an example of how the millage is calculated and stated that the
language in the Statute is poorly written and is deceptive in its reading. City Manager
Saunders stated that the definition of"tax increase" is increased tax revenue to the City,
not a tax increase on a home. Mr. Saunders stated that he understands there is an attempt
to change the language of the Statute in order to make it clear.

City Manager Saunders thanked the Council for the good budget process this year and
stated that everyone worked hard on this budget and he appreciated the comprises and the
solutions. City Manager Saunders also thanked Finance Director Van Zile and Lisa
Strickland for their hard work on the budget.
Council Member Biddle stated that while it seemed that the Council breezed through this
budget meeting, but there was a lot of work done by the Council and Staff at the
workshops. Mr. Biddle stated that the credit goes to City Managers Saunders, Finance
Director Van Zile and City Account Lisa Strickland for all their hard work. Mr. Biddle
stated that Finance Director Van Zile has won the financial award for the last 10 years
because of his excellent work and it is great that our City can have the confidence in this
process that many other cities do not have.
Mayor Turville stated that Minneola, Lady Lake and Montverde are the only communities
that have a proposed millage rate that was lower than our own and considering our size
and level of services, our community should be very proud of what we manage to run the
City for.
There being no further business or discussion, the meeting adjourned at 8:00 p.m.
