07-19-2000 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 19, 2000 Page 1 A Workshop Meeting of the City Council of the City of Clermont was held Monday, July 19, 2000, at the Police Department. The meeting was called to order at 6:30 p.m. by Mayor Turville. Council Members Mullins, MacLauchlin, Biddle and Lamb were present. Also present was City Manager Saunders, Finance Director Van Zile, City Accountant, and City Accountant Lisa Strickland. The proposed budget for the Stormwater Fund was reviewed with the City Council along with the appropriate schedules included in the budget document. Also discussed was the proposed increase in the Stormwater Fee from $1.00 and $3.00 to $3.00 and $5.00. There were no noted changes in this fund. Next discussed was the proposed Sanitation Fund. Finance Director Van Zile provided the Council with a list comparing the proposed increase in the Sanitation Fee to other cities in the general area. After discussion there were no proposed changes to the budget and it was consensus to move ahead with the fee adjustment. Finance Director Van Zile then discussed with the Council the City's Self Insurance Group Program for major medical coverage that includes all of our employees. This discussion was followed by a review of a proposed Cemetery Fund Budget. It was consensus that the City should look at increasing the fees charged for Cemetery spaces. After discussion there was consensus that the fees should be changed to $300.00 for City residents and $700.00 for non-residents. The City Council next discussed the proposed millage as it related to the need to provide a funding source for the additional level of service being proposed for the Fire Department. Finance Director Van Zile indicated that a .25 mil increase would provide the funds necessary for the full time manning of the Kings Ridge Fire Station. Council Member Lamb left the meeting at approximately 8:00 p.m. The City Council continued their discussion regarding the Ad Valorem rate and it was consensus to advertise a .25 increase in the millage. City Manager Saunders then distributed to each Council Member a list of proposed administrative salaries, which indicated the adjustments that would be effective October 1, 2000. Finance Director Van Zile discussed with the Council the proposed Public Heating dates which would be September 14, 2000 and September 21, 2000.
