07-13-2000 Workshop Meeting CITY OF CLERMONT MINUTES COUNCIL WORKSHOP MEETING JULY 13, 2000 Page 1 A Workshop Meeting oft he City Council of the City of Clermont was held Monday, July 13, 2000, at the Police Department. The meeting was called to order at 6:30 p.m. by Mayor Turville. Council Members Mullins, MacLauchlin, Biddle and Lamb were present. Also present was City Manager Saunders, Finance Director Van Zile and other City employees including City Accountant, Lisa Stfickland, Fire Chief Bishop and Fire Marshall Paul Anderson. Mayor Turville stated that the purpose of the meeting was to discuss the proposed budget for next year and the first order of discussion would be regarding the Kings Ridge Fire Station. He voiced his concerns regarding only having volunteers working out of this station initially. Chief Bishop provided several options to the City Council for consideration ranging from all volunteer to the station being manned part-time and also options including full-time staffing at the station. Council Member Lamb stated that she felt that someone needed to be at the station at all times to respond immediately. After considerable discussion it was consensus to include in the upcoming budget one 40-hour per week person for the Kings Ridge Fire Station for nine months of the upcoming fiscal year. Additional dollars should also be budgeted to fund a volunteer to be assigned to the station at the times that the full-time person would not be on duty. Next discussed were the Personnel and Capital Outlay Schedules for the Fire Department with no noted changes in the proposed budget. City Manager Saunders and Fire Chief Bishop then discussed with the Council a proposal to provide fire service to the City of Minneola. City Manager Saunders stated that he and Chief Bishop have met with Minneola officials in some preliminary meetings and that they are ready to provide some proposals, including budgets to Minneola. A handout was provided to the City Council with several options. It was consensus to provide Option D as a proposal to the City of Minneola. Chief Bishop and Fire Marshall Anderson left the meeting at approximately 8:00 p.m. Finance Director Van Zile and City Manager Saunders then reviewed with the City Council the highlights of the proposed budget that were included at the beginning of the Proposed Budget Document that was presented to each City Council Member. New positions that are proposed for the new year were then reviewed for all funds. Next discussed were the schedules of capital outlay for the General Fund. The Recreation Impact Fee Schedules and Budget was then reviewed, followed by a review of the Infrastucture Fund. Finance Director Van Zile noted any proposed changes.
