A regular meeting of the City Council of the City of Clermont was held Tuesday, July 11,
2000 at Jenkins Auditorium. The meeting was called to order at 7:30 p.m. by Mayor
Turville with the following Council Members present: Council Member Biddle, Council
Member Mullins, Council Member Lamb, and Council Member MacLauchlin. Other
City officials present were City Manager Saunders, City Attorney Guthrie, and Deputy
City Clerk Maddox.
INVOCATION
The Invocation was offered by Council Member Biddle followed by the repeating of the
Pledge of Allegiance to the Flag by all present.
MINUTES
A motion was made by Council Member Biddle, seconded by Council
Member Mullins, and carried unanimously to approve the minutes of the
regular Council Meeting held June 27, 2000.
CITY MANAGER SAUNDERS' REPORT
City Manager Saunders referred the Council Members to Ordinance No. 400-M and
stated that Lake County has decided to establish a Municipal Service Tax Unit for the
funding of the Countywide ambulance service. Mr. Saunders stated that in order for the
City of Clermont to be included in the M.S.T.U. (Municipal Service Tax Unit), the
Council must adopt an ordinance. Mr. Saunders stated that Ordinance No. 400-M will
accomplish this for the City of Clermont and is for introduction only and will be brought
before the Council at the next meeting for an emergency ordinance adoption. Mr.
Saunders stated that if the Council adopts this emergency Ordinance No. 400-M, it will be
appropriately advertised and brought before the Council again in August for adoption
again in its final form. Mr. Saunders stated this Ordinance will include the City of
Clermont in the Countywide funding for the ambulance service. City Manager Saunders
explained that the County reviewed different methods of funding for ambulance service
and the M.S.T.U. was the one that was decided upon. Mayor Turville requested that
"severability" language be included in the ordinance and City Attorney Guthrie stated that
could be done.

A motion was made by Council Member Biddle, seconded by Council Member
Mullins, and carried unanimously to approve the introduction of Ordinance No.
400-M as amended to include a severability clause.
WORKSHOPS
City Manager Saunders reminded the Council of the workshop meetings scheduled for
6:30 p.m. on July 13, 2000, July 18, 2000 and July 19, 2000 at the Police Department.

Mayor Turville stated he attended a luncheon sponsored by the Transportation
Task Force to honor of those who had worked during the last legislation session
and Daniel Webster was present at that luncheon. Mayor Turville stated that the
Transportation Task Force has been very successful in moving things forward on
the calendar and positioning ourselves for more favorable funding than was
originally proposed.
VISITORS WITH BUSINESS
Mark E. Wilson-the Village at East Lake
City Manager Saunders stated that the applicants have requested that this be tabled
until the July 25, 2000 meeting in order that they may provide additional-
information for presentation to the Council.
A motion was made by Council Member Mullins, seconded by ('JO °
Council Member Biddle, and carried unanimously to table the
variance request by Mark E. Wilson until the July 25, 2000 Council ['~
meeting.
UNFINSIHED BUSINESS
John E. and Gale C. Riley
City Manager Saunders presented a letter from Attorney Jimmy Crawford on behalf of
Mr. and Mrs. Riley, withdrawing their request.
NEW BUSINESS
C. T. HSU & Associates
City Manager Saunders stated that the City Council reviewed the Space Needs Study for
the new City Hall at the last Workshop meeting. Mr. Saunders stated that the Council is
being asked to accept the study tonight and authorize C. T. HSU to proceed with
preliminary design phase. Council Member Biddle asked if there was a copy of the study
available at City Hall for citizens to review and City Manager Saunders stated there is one
available for review.
Mayor Turville asked if there was any discussion and the Council stated they had already

discussed it thoroughly at the Workshop.
A motion was 'made b_¥ Council Member Biddle, seconded bP Council
Member Mullins, and carried unanimously to approve the Space
Needs Study and authorize C. T. HSU & Associated to move_forward
with the prelimina~ design phase.
Introduction of Ordinance No. 397-M
Mayor Turville read Ordinance No. 397-M by title only.
City Manager Saunders stated this ordinance amends our Comprehensive Plan to
recognize the annexation of all Non-DRI properties from February, 1996'until
March, 1998 and assigns land use categories and classifications.
Mayor Turville asked why it takes so long to move through the process and City
Manager Saunders stated that in 1998 the City started the E.A.R. review and once
you are into that process DCA will not let you go through Comprehensive Plan
Amendments. Mr. Saunders stated that a city can only amend its plan twice a year
under State law so those parameters must be met also.

City Manager Saunders stated that this ordinance will rezone approximately 9.3 acres
located at the intersection of Citrus Tower Boulevard and Grand Highway from R-1-A to
R-3. Mr. Saunders stated this is the location of the Church of the Nazarene and the
applicants are requesting the change in zoning in order to expand their church to include a
school. Mr. Saunders stated that this is the least zoning change we can make to allow the
church to include a school and stated there is commercial across the street from the
church and residential to the south of the church.

A motion was made by Council Member MacLauchlin, seconded by
Council Member Biddle, and carried unanimously to approve the
'introduction of Ordinance 398-M.

Introduction of Ordinance No. 399-M
Mayor Turville read Ordinance No. 399-M by title only.
City Manager Saunders stated that this ordinance will rezone approximately 10 acres
located east of Highway 27 south of Steve's Road from R-1 Residential to C-1
Commercial. Mr. Saunders stated the property was previously the subject of a
Comprehensive plan Amendment approved by the Council and this zoning request is in
complianc~ with the new land use classification.
A motion was made by Council Member Biddle, seconded b~ Council
Member Mullins, and carried unanimously to approve the
introduction of Ordinance 399-M.
CITIZENS COMMENTS
Mrs. Tharpe thanked the City for continuing to remove the signs from the median
located at the entrance to Kings Ridge.
Council Member Biddle stated that there were approximately 15 cars for sale
sitting in the empty lot across from the K-Mart and City Manager Saunders stated
that the owner of the property was being contacted and asked to post "no
trespassing" signs on the property so that the City can deal with the situation.
There being no further business or discussion, the meeting adjourned at 8:00 p.m.
