05-16-2000 Special Meeting CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING MAY 16, 2000 Page 1 A special meeting of the City Council of the City of Clermont was held Monday, May 16, 2000 at the Police Department. Mayor Turville with the following Council Members present called the meeting to order at 6:00 p.m.: Council Member Biddle, Council Member Mullins and Council Member MacLauchlin. Other City officials present were City Manager Saunders. Council Member Lamb was absent. Mayor Turville stated that the purpose of the Special Meeting of the City Council was to give consideration to a recommendation forwarded by the Community Redevelopment Agency so that if the Council approves the recommendation it can be included in the City's CDBG grant application that is being processed now. City Manager Saunders stated that the CRA has recommended the purchase of the a parcel located on the comer of DeSoto Street and 7th Street for an additional parking lot for the Central Business District. Mr. Saunders stated that the property owner is willing to sell the property to the CRA for $130,000 with a $40,000 down payment and they will hold a note for the remainder for 5 years at 10% interest. Mr. Saunders stated the down payment would be made with money that is available in the CRA Fund. Mayor Turville stated that the City is not allowed to have someone hold a note other than a commercial lender but the CRA may have someone hold the note. Mr. Turville stated that the Council Members were familiar with the issue and asked if there were any comments. A motion was made by Council Member Biddle, seconded bP Council Member MacLauchlin, and carried unanimousl_¥ to approve the recommendation_from the CRA that they purchaseproper_ty located on the corner of DeSoto Street and 7th Street for a parta'ng lot. City Manager Saunders stated that the hospital would like to sell their property to the City and have indicated that they would like to get the value of the land from the sale, which is approximately $500,000. Mr. Saunders stated that the hospital agreed to contribute $100,000 to the City for the purchase of fire apparatus to handle the height of CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING I 2000 Page 2 the new hospital at the time it was being built. Mr. Saunders stated that $100,000 is still owed to the City. Mr. Saunders stated that the hospital will have approximately $100,000 worth of impact fees on the medical office building they are proposing to build and there have been discussions regarding the possibility of possibly waiving the impact fees. The City would then pay approximately $300,000 to purchase the old hospital property. Mr. Saunders stated the hospital is not in any hurry and they are willing to wait until it is a good time for the City to make payment. Mr. Saunders stated that the Council had discussed the possibility of purchasing the property for the new City Hall or for a Civic Center but since then the City has purchase the property downtown for the new City Hall and the Bell Ceramic property would be a better area for a civic center. Mr. Saunders stated that the estimate for demolition of the old hospital is $175,000. Mr. Saunders stated the Bell property is not yet on the market but they have approached the City first and have stated they would ask 1.5 million and the appraisal came in at $880,000. Mr. Saunders stated Pete Bell and Mark Hettinger stated they would get back with him. Council Member Biddle asked what the hospital's time frame was and Mr. Saunders stated that the hospital indicated they would have no problem with a 5-year balloon payment and seemed to be willing to work with the City. After lengthy discussion there was consensus that the Bell Ceramic property would be a better property for a Community Building as it is located at the City's major recreation area and has available parking already in place. Also, there was consensus that if the hospital wanted to give the old hospital property to the City, it would be put to good municipal use in the future, but the City cannot afford to buy it. City Manager Saunders was directed by Council to contact the hospital staff and advise them that the City cannot afford to purchase the old hospital property at this time. There was a discussion regarding requiring detailed site plans before a project comes before the City Council. City Manager Saunders stated that the developers do not want to spend the money for detailed plans until after they know they have a project, however, he felt that the City should require a detailed plan for the City Council to review and will meet with Staff regarding this. There was consensus that a detailed site plan will be CITY OF CLERMONT MINUTES SPECIAL COUNCIL MEETING 1 2000 Page 3 required before a project comes before the Council and City Manager Saunders expressed that this will be a help to the City Council and to Staff.
